Minimum Qualifications Research Scientist 1 (RS1): Bachelor's degree in public health, epidemiology, statistics, mathematics, social sciences, engineering or a related field and two years of professional research experience in that field; OR a Master's degree in one of the above fields and one year of professional research experience in the appropriate field.
Research Scientist 2 (RS2): Bachelor's degree in public health, epidemiology, statistics, mathematics, social sciences, engineering or a related field and three years of professional research experience in the appropriate field; OR a Master’s Degree and two years of such experience; or a doctorate in one of the above fields.
Research Scientist 1 (Grade 18): The preferred qualifications are: analytic experience in epidemiology, biostatistics, economics or a related field; knowledge of health care quality measurement; proficiency in SAS including SAS functionality such as macros, SQL, and ODS; the ability to develop and document reliable and replicable data processing procedures; writing and presentation skills.
Research Scientist 2 (Grade 22): In addition to those described above, the preferred qualifications also include: the ability to develop and document reliable and replicable data processing procedures; excellent writing and presentation skills; the ability to present and explain complex information and prepare manuscript for publications; experience with project management; familiarity with the health care system in New York.
Duties Description Research Scientist 1(Grade 18): includes, but not limited to, developing statistical models to evaluate and rank the financial distress of healthcare facilities; conducting research on assessing the association between facilities financial health and quality of care; conducting database management and statistical analysis and prepares summary level tables and graphs for monitoring incident rates and compliance of reporting of adverse health events; joining a coordinated team to design and generate statistical summary reports for web posting on the Department’s secure Health Commerce System; and responding to regular and ad hoc data requests and preparing datasets or summary level statistical tables/graphs using various data sources.
Research Scientist 2 (Grade 22): will be assigned the responsibilities listed above plus, working with senior staff and the director to develop research proposals/ workplans for assessing the effectiveness and efficiency of projects, policies and programs; preparing written reports and manuscripts for dissemination and publication; supporting and advising staff in the methods and procedures of scientific research and investigation, statistical analysis, and reporting; and providing expertise on various state and federal datasets.
