Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Health Program Administrator; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the Civil Service Law to a Health Program Administrator, Health Program Administrator Trainee 1, or Health Program Administrator Trainee 2. Familiarity with health care or certification, licensure or surveillance programs and the regulatory process. Strong communication, organizational and critical thinking skills are required for this position.
Duties Description The Health Program Administrator (HPA) will be assigned to the Division of Planning and Licensure. The Division's primary responsibility is the review of certificate of need (CON) applications for Article 28 Hospitals, Nursing homes and diagnostic and Treatment Centers as well as Article 36 Certified Home Health Agencies (CHHAs) and Long-Term Home Health Care Programs (LTHHCPs) and Article 40 Hospices and the review of applications for Article 36 Licensed Home Care Services Agencies (LHCSAs). This position may perform any of the following duties: review Certificate of Need applications for completeness and compliance with regulations; monitor/track various aspects of the CON process through issuance of an Operating Certificate; compile and analyze data on the utilization of health care services or research health or licensure related issues; write and/or compile regulatory packages.
