Minimum Qualifications Current Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator 2 OR NYS employee with one year of permanent or contingent-permanent service in a title at G-23 or above that is eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.

Experience in policy and program development and implementation in the health care area, including research, analysis and ongoing evaluation of policy impacts and progress in meeting programmatic goals; strong writing, verbal communication, interpersonal, and organizational skills; experience prioritizing goals and managing multiple projects; ability to work independently and as part of a team.
Duties Description Working in the Bureau of Narcotic Enforcement within the Office of Primary Care and Health Systems Management, this position will include supervision, guidance, intervention and oversight related to implementation of new health care initiatives, including regulatory programs, surveillance procedures, and contract administration. This supervisory position includes the following duties: administration of New York State’s controlled substance licensing program; management of drug destruction and medication collection event processes, which includes the administration of processes to ensure that controlled laws/regulations; analyzing and reporting data to assist with surveillance procedures and detection of potential diversion of controlled substances; providing research and consultation on special projects related to public health concerns; serving as a liaison between State and federal agencies related to controlled substance activities.
Additional duties include the preparation of written material in the form of internal and external reports, correspondence, and other documents related to program functions, including but not limited to responding to proposed legislation, proposed regulations, data/FOIL requests, and telephone inquiries. Delivering presentations, as well as preparing written and verbal responses, to healthcare professionals and other stakeholders regarding controlled substance laws and regulations and Bureau initiatives is expected. Additional duties and special projects may be assigned as warranted.
