Minimum Qualifications Permanent Transfer Candidates: Current New York State employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above G27 and deemed eligible to transfer under Section 52.6, or Section 70.4 (exam required after meeting Open-competitive qualifications.)
Promotion: One year of permanent competitive service as an AIDS Program Manager 1.
Provisional: Open-competitive qualifications: Bachelor’s degree AND five years of experience in the direction and management of a statewide, borough-wide, or multi-county HIV/AIDS program providing prevention, education, counseling and testing, health care, case management, or a variety of supportive services* to persons at risk for or living with HIV/AIDS, or providing education/training to HIV/AIDS service providers. This experience must have included prioritizing goals, implementing programs, and allocating resources. The candidate must also possess two years of experience supervising professional level staff in the described settings.
* To be considered as qualifying, the supportive services program must have provided a range of services, which may include, but are not limited to, outreach, transportation, food and nutrition, housing assistance, health education, substance abuse counseling, supportive counseling, peer support, and translation services.
Master’s degree (MPH, MPA, MA) preferred. At least three years' experience working in a senior management position related to the delivery services for People Living with HIV (PLWH); Knowledge of New York State's HIV service delivery system, regulatory environment; knowledge of related federal law, rule and program requirements for the delivery of services to PLWH; exceptional leadership, management and written and oral communication skills; experience managing and supervising professional staff operating in a team environment; understanding of national and state efforts related to Ending the AIDS Epidemic goals; and exceptional problem-solving and program management skills.
Duties Description This position serves as a Bureau Director and oversees policy and program development related to HIV/AIDS Supportive services, including housing services for persons infected/affected with HIV. HIV services include Legal Services for Individuals and Families Living with HIV/AIDS & Family Stabilization Support Services, Emerging Communities, Case Management, Medical Transportation, Nutritional Health Education, and Behavioral Health Education. The Bureau Director is an essential member of the AI management staff and is responsible for directing the allocation of resources; directing program evaluation; directing the day-to-day implementation and management of programs; supervising professional staff; representing the AIDS Institute in a variety of forums. Duties include policy formulation; program planning, design, and implementation; overseeing program evaluation and fiscal management; the provision of technical assistance to providers; serve on internal and external committees and workgroups to provide expertise and perspective on HIV-related issues and Ending the Epidemic goals; ensure that service needs for persons with HIV/AIDS are addressed; and other duties as assigned.
Additional Comments Permanent or provisional, full-time. Routine travel, including travel to areas that may not be served by public transportation, is required. 70.4 candidates will be required to take and pass a holding of the AIDS Program Manager 2 examination administered by Civil Service to maintain continued employment as an AIDS Program Manager 2. Provisional candidates will be required to take, pass, and be reachable on the next holding of the exam. If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employees must have one year or more of permanent or contingent-permanent, competitive service as an AIDS Program Manager 1, G27. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
