Minimum Qualifications Permanent Transfer Candidates: Current Department of Health employee with permanent or contingent-permanent status as a Medical Assistance Specialist 3; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6 or Section 70.1 of the Civil Service Law to a Medical Assistance Specialist 3.
*Provisional Appointment Candidates: Current New York State Department of Health employee with one year of permanent or contingent-permanent competitive service as a Medical Assistance Specialist 2.
PREFERRED QUALIFICATIONS
Knowledge of NYS Medicaid Managed Care (MMC). Experience in managing multiple projects. Experience with reviewing regulations and drafting policy and guidance documents. Proofreading complex materials and providing technical assistance to other State agencies and outside organizations.
Duties Description The incumbent will be a section manager within the Bureau overseeing two units that perform a range of tasks related to the development, implementation and provision of subject matter expertise for Medicaid policy initiatives related to MRT initiatives and the NY State of Health benefit exchange, including identification and coordination of required system changes. Duties include supervising professional level staff; coordination and development of programs, policies, and work plans; conducting research and drafting policy and recommendations for eligibility and enrollment activities; working with systems staff to make changes reflecting new policies; leading and participating in meetings; corresponding with interested parties and stakeholders; and monitoring contract activities and deliverables.
Additional Comments Permanent or *provisional, full-time appointment. Candidates appointed provisionally will be required to take and pass a qualifying Civil Service exam, when it is given, and be reachable for appointment on the resulting eligible list.
