Minimum Qualifications NYS Justice Center for the Protection of People with Special Needs employees who have permanent or contingent-permanent status or 55b/c status as a Human Resources Specialist 3 (Labor Relations) and are interested in reassignment; OR current New York State employee with one year of permanent, contingent-permanent, or 55b/c service in a title SG-23 and above and eligible for transfer under section 52.6 of the Civil Service Law.

Duties Description • Act as the primary liaison with oversight agency Human Resources Specialists (Labor Relations) staff in connection with all disciplinary matters;
• Reviews, approves or denies discipline as warranted for a modified case load of Employee Action Records;
• Tracks the scheduling of all Expedited Reviews of Justice Center related cases;
• Primary liaison with the Oversight Agencies on serious abuse and neglect cases, to immediately suspend employees without pay and pursue termination against employees found to have committed any intentional physical abuse; sexual abuse; serious psychological abuse; neglect that results in serious injury or death and any criminal act against a person with disabilities.
• Advise Justice Center management and Disciplinary Unit Attorneys on matters of procedure and policy related to employee discipline;
• Prepare for Expedited Disciplinary Hearings Reviews with the Agency HR Specialists (Labor Relations) and assigned Justice Center attorneys;
• Prepare case files in advance of Expedited Arbitrations and full Arbitrations for presentations at Discipline hearings with the Agency HR Specialists (Labor Relations) and assigned Justice Center attorneys;
• Schedules witness preparations, schedule witness attendance at arbitrations, compiles, prepares and provides discovery packages to union representatives or attorneys representing employees;
• Represents the Justice Center at Expedited Employee Discipline Arbitration Hearing as needed;
• Performs other duties as assigned by the Director or Assistant Director of the Employee Discipline Unit.

Additional Comments The New York State Justice Center for the Protection of People with Special Needs (Justice Center) is charged with protecting over one million New Yorkers under the care or jurisdiction of six state agencies. The following list outlines several of the Justice Center’s key responsibilities:
•Advocate on behalf of individuals with disabilities and provide oversight of quality of care.
•Operate a centralized, statewide 24-hour hotline and incident reporting system staffed by trained personnel.
•Operate a statewide register that contains the names of individuals found responsible for egregious or repeated acts of abuse or neglect.
•Centralize and perform functions relating to criminal history background checks.
•Investigate serious allegations of abuse and neglect.
•Prosecute criminal acts of abuse and neglect.
•Analyze abuse patterns and trends in order to prevent future occurrences.
