Minimum Qualifications Candidates must have one year permanent competitive service as a Senior Accountant or in a title eligible for transfer under Section 70.1 of the Civil Service Law.

Duties Description Responsible for monitoring and reporting on the grant and contract-related fiscal operations of assigned not-for-profit and local government agencies that receive grant funds from the Department of State. More Specifically:

Conduct on-site fiscal field audits of assigned grant recipients; review books and records and monitor fiscal policies and procedures to verify reported grant expenditures; monitor grant recipients internal control for safeguarding grant funds; prepare field visit reports and associated work papers as well as annual comprehensive fiscal evaluation on each assigned recipient; review and report on recipient’s financial statements and audits for compliance with grant and contract requirements; provide assistance to unit supervisor in preparing and updating unit’s policies and procedures for fiscal administration of grants and contracts; provide assistance with tracking of agency reports, grantee deliverables, etc. Conducts reviews of other grantees as assigned.

Candidates must be able to work independently and with minimal direct supervision. Candidates should be able to implement an efficient and effective field monitoring schedule taking into account the size, complexity and fiscal capabilities of each assigned agency. In addition, candidates must be able to meet and effectively communicate with individuals at all organizational levels, from Board Chair to bookkeeper and including an agency’s independent auditor. Frequent travel is required.
