Minimum Qualifications This position is open to candidates who are reachable on the Information Technology Specialist 3, G-23, Civil Service eligible list OR have one year of permanent competitive service as an Information Technology Specialist 3, G-23. As well as those deemed eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second, consecutive transfer resulting in an advancement of more than two grades. In order to qualify for a Section 52.6 transfer, candidates must have one year of permanent competitive service in a qualifying administrative title such as Information Technology Specialist 3 (Data Communications), G-23, Information Technology Specialist 3 (Database), G-23, or Information Technology Specialist 3 (Systems Programming), G-23.

Duties Description The incumbent will be responsible for analyzing, validating, and managing business functional problems of end-users and stakeholders of the State’s enterprise resource planning system. The incumbent will play an integral role throughout the entire Statewide Financial System (SFS) problem resolution life cycle, and will serve as the conduit between the business process user community and the internal SFS teams.

General Job Responsibilities:

• Supervise/Develop staff of Information Technology Specialists in a matrix environment.
• Provide supervision, guidance, and oversight to staff and intervene and resolve problems as necessary.
• Provide strong customer service focus.
• Plan activities to gather and define approach to understanding and resolving end-user problems.
• Identify and document the corrective action needed and communicate resolution to the end user.
• Replicate issues identified by users in a test environment and log defects when necessary.
• Interface with end-users to ensure that SFS fully understands their problem.
• Establish timetables for completion of problem resolution.
• Upon successful resolution of a problem, ensure resolution steps are clearly documented and conduct knowledge transfer activities with appropriate SFS units as needed.
• Develop test plans and assist in the analysis of the results.
• Monitor for any post-implementation issues to ensure that they are resolved in a timely fashion.
• Perform business analysis intelligence activities such as data mining, writing and running SQL queries to extract data to conduct research.
• Serve as subject matter expert in SFS PeopleSoft Financials functional area(s).
