Minimum Qualifications Transfer: Eligible for lateral transfer, a 52.6 transfer or a 70.1 transfer by having one year of permanent competitive or 55b/c service in an appropriate title.

Promotional: One year of permanent, competitive service as a Senior Budgeting Analyst.

Eligible List: Candidates must be reachable on the current eligible list for the Associate Budgeting Analyst in Albany. Candidates who are currently on the eligible list for the Associate Budgeting Analyst in Albany need not submit an application for this posting unless they are applying directly as a result of the transfer qualifications listed above.

Duties Description The incumbent will be responsible for reviewing Requests for Proposals (RFP) and contracts, coding invoices, processing interagency payments, processing personnel transactions, developing budget journals, tracking expenditures and formulating cash plans. This analyst will assist in the development of OTDA's State Budget Request, review of legislative proposals and implementation of the enacted State Budget. In addition, the Associate Budgeting Analyst will manage all of OTDA's B-1184 processing and staff travel approvals. The incumbent may also be given supervisory duties in the near future.

Tasks include review and analysis of Federal and State legislation, rules and regulations and appropriation language, including the preparation of fiscal analyses related to assigned programs. This person will act as a liaison to the New York State Division of Budget and counterparts throughout OTDA for assigned programs. The incumbent will perform other duties, as assigned.

Additional Comments Appointment to this position is contingent upon the Division of Budget approval to fill. You must be a current New York State employee to apply for this position. A full-time, permanent appointment will be made. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
