Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as a Program Research Specialist 3 (Health Systems Analysis) SG-23 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a SG-21 and deemed eligible for transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

QUALIFICATIONS
Bachelors or Master’s degree in public health, epidemiology, mathematics, statistics, social sciences, economics, computer science, or a related field. Experience with analyzing large datasets, database management, records linkage, and in the interpretation of data analytic results, report writing and public presentation. Excellent written and verbal communication skills. Skilled in SAS and SQL. Proficient with Microsoft Office programs such as Excel, Access, and PowerPoint. Excellent organizational skills with the ability to work independently and collaboratively in groups.

Duties Description This position is located within the Bureau of Narcotic Enforcement and will support the Opioid Stewardship Fund program. The Program Research Specialist 3 (Health Systems Analysis) (PRS3) will provide technical assistance to New York State (NYS) licensed manufacturers and distributors with the reporting application and will monitor the submission of data related to the sale and distribution of controlled substances in NYS. The PRS3 will review data submitted by NYS licensed manufacturers and distributors for accuracy and potential impact on payments related to the Opioid Stewardship Fund program. The PRS3 will prepare written technical reports containing the analysis and interpretation of the data in response to data requests as needed. The PRS3 will provide factual and evaluative material (reports) and advice related to the sale and distribution of controlled substances, trends, and aberrancies in a manner useful to management. The PRS3 will assist with administrative tasks, operational activities, and other Bureau tasks as assigned.
