Section 70.4 Transfer to Accountant Trainee 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Accountant Trainee 1 if they are a current NYS employee with one year of permanent competitive or 55 b/c service in a title SG-12 or higher AND have standing on the Professional Career Opportunities Select Job Titles eligible list for this title AND possess a bachelor’s degree AND 24 semester credit hours in accounting, auditing, or taxation courses.

Duties Description The New York State Education Department’s Rate Setting Unit (RSU) is seeking applicants for a Senior Accountant position. The RSU is responsible for developing reimbursement rates for approved providers of special education programs to serve preschool and school age students in accordance with Part 200 of the Commissioner’s Regulations. Duties of this position include, but are not limited to, the following:

• Calculate and process accurate and timely tuition rates for assigned providers in accordance with applicable statutory and regulatory provisions, the Consolidated Fiscal Reporting and Claiming Manual, the Reimbursable Cost Manual, the approved tuition rate setting methodology, and unit protocols;
• Prepare correspondence to providers regarding information requests and tuition rate notification, as required;
• Respond to tuition rate appeals and waivers from methodology requests submitted by school age and pre-school providers for supervisor approval;
• Provide technical assistance to the field regarding rate setting, including details of schools’ rate calculations; and
• Perform data analysis, prepare reports and complete special assignments, as required.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Promotions and transfers may change appointee’s negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position may be filled as a traineeship. The salary above applies to candidates appointed to Senior Accountant, SG-18. The salary for candidates appointed to Accountant Trainee 1 starts at $45,455 and, for current NYS employees, is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship in order to advance to the journey level title and salary.

*Leads to a maximum salary of $71,980 based on annual performance advances.
