Minimum Qualifications The New York State and Local Retirement System (NYSLRS) has embarked on a multi-year initiative, called the Redesign Project, that will require significant investment to redesign its business processes and legacy systems, replacing them with an integrated, customer focused, information system that facilitates its work.
When the Redesign Project is complete, NYSLRS will possess a modern information system, ready to meet the needs of its customers and stakeholders in a secure, flexible and stable environment.

Minimum Qualifications:
• At least eight (8) years of general applications development experience, at least one (1) year of which must be supervising in an IT environment. This supervisory experience must be in Mainframe Applications Development & Support – leading and/or supervising programming staff in the development/support of computer applications.

• At least four (4) years of the general experience in applications development must be in a public retirement system and include:
o The following mainframe applications development experience, which may be concurrent:
• At least four (4) years of experience using SQL;
• At least four (4) years of experience using IBM’s DB2 relational database;
• At least four (4) years of experience using VSAM and IBM data structures;
• At least four (4) years of COBOL programming experience;
• At least four (4) years of experience using IBM JCL.

An Associate’s Degree may be substituted for two (2) years of general experience.
A Bachelor’s Degree may be substituted for four (4) years of general experience.

Duties Description Under the direction of the Application Development Assistant Manager, the Application Development Supervisor would be responsible for, but not limited to, the following activities:
• Work cooperatively with the Database Administration staff, Application Development staff, and NYSLRS’ Business Partners in the analysis of the data resident in NYSLRS’ production databases;
• Supervise the activities in the development of the programs and queries required to correct erroneous data and ensure that sound quality assurance principles are applied;
• Supervise the development of batch mainframe-based systems;
• Schedule and direct meetings of project team(s) including project management, user and other IT staff to discuss specific application development and systems analysis projects;
• Ensure user requirements are met in the development of any software and/or ensures custom off the shelf software configured appropriately to meet the needs;
• Ensure that functional and technical designs are capable of integrating with existing system and are developed according to standards;
• Work cooperatively with the LOB solution consultants and QA consultants to design, construct and implement the system to best meet the needs of the users;
• Supervise the review deliverables as required;
• Supervise the review of code generated by in-house and consultant staff and approve product before acceptance of deliverables;
• Assign staff to address project workload and reassign as needed;
• Define the timeframe and scope task completion for subordinate staff;
• Supervise and participate in Data Cleansing activities, including, but not limited to:
o Review all existing data elements for current levels of “cleanliness”: (e.g. for completeness, correctness, precision, consistency, and dependency):
o Catalog results of review (e.g. no cleansing needed, element not needed, data cleansing required, etc);
o Identify alternatives for mitigating “bad data” (e.g., defer to conversion, fix via query, fix via batch program, fix via on-line user access, etc.);
o Perform analysis to determine impact of data cleansing solutions on business operations;
o Develop programs, queries, procedures, etc. for data cleansing solution;
o Test solutions in development and in coordination with business staff; and
o Execute data cleansing solutions ensuring sound quality assurance principles are applied.
• Supervise and participate in Data Conversion and Bridging activities, including, but not limited to:
o Perform analysis to determine how data from the LOB Solution must be transferred and mapped to and from existing legacy systems;
o Develop programs, queries, procedures, etc. for data conversion and bridging solutions;
o Test solutions in development and in coordination with business staff; and
o Schedule the execution of data conversion and bridging solutions ensuring sound quality assurance principles are applied.

Additional Comments • Demonstrate experience in development and maintaining retirement benefits mainframe applications.
• Demonstrated experience in working with business staff to develop an understanding of business processes and requirements and their fulfillment through specific IT capabilities and practices.
• Experience in planning and implementation of one or more technology projects that span multiple platforms across a diverse organizational group.
• Project management experience.
• Demonstrated facilitation skills in order to initiate discussions with business partners to determine the correct value set for a given data column.
• Ability to map data elements from complex legacy applications to a vendor provided relational database where mapping will need to be done based on business requirements and an understanding of legacy business systems.
• Ability to classify data elements based on content and intended use of security-based privacy requirements.
• Ability to determine and direct the required security policy for data assets based on the asset’s classification.
• Ability to effectively assist in leasing a team, with responsibility for managing a cohesive staff to ensure achievement of objectives.
• Excellent oral and written communication skills, and
• Excellent organizational skills.
