Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.

Candidates must have permanent status as a Supervising Budgeting Analyst, M-1, and be eligible for lateral transfer; OR be eligible for transfer under Section 52.6 of the Civil Service Law.

Duties Description The Office of Mental Health (OMH) is recruiting to fill a Supervising Budgeting Analyst, M-1, position in the Long Island Field Office. The incumbent will provide technical information and guidance to the Field Office Director or management team on fiscal related issues in Nassau and Suffolk counties. Specific duties to be performed may include, but are not limited to, the following:

Assist in preparing the Field Office’s annual budget.

Assist in the coordination of Field Office administrative operations.

Provide technical assistance and guidance to counties/agencies.

Monitor the development of the newly funded mental health initiatives and work with counties/agencies with the deliverables proposed in their funding.

Assist providers to navigate Managed Care Technical Assistance Center in transition to Managed Care contract.

Recommend changes to funding to address needed expansion/development from existing resources that are not being maximized.

Manage the review and approval of OMH direct contracts and county budgeting of OMH State Aid including oversight of all county reporting requirements.

Manage the review of county budgeting.

Supervise Managed Care Staff for the Field Office, and participate in divisional meetings in the Field Office and in Central Office as needed.

Supervise lower level budgeting staff in performing budget development activities and fiscal assignments for the Field Office.
