Salary RangeFrom $73284 to $92693 Annually
Minimum Qualifications Eligible for 70.1 transfer with one year of permanent competitive service as an Associate Accountant.
Duties Description Responsibilities will include, but not be limited to the following:
Implement the Raise the Age (RTA) rate methodology, supervising one or more accountants to review and update existing procedures and other guidance, including the Standards of Payment Manual.
Coordinate the calculation of OCFS RTA rates to bill local districts for care and maintenance of juveniles in the custody of the OCFS Commissioner, including the collection of fiscal data for facilities and characteristics of youth served in RTA facilities
Assign and schedule desk reviews of fiscal reports collected from RTA voluntary agency providers, including financial analysis of certified financial statements;
Oversee the review and submission of Medicaid cost report data to the Department of Health and review medical assistance per diems or other medical rates to compile and promulgate RTA and other foster care rates. Apply relevant statutes and administrative guidelines to determine allowable costs for rates that will become the basis for Federal and State reimbursement;
Meet with officials of local social services districts, other governmental entities, voluntary agency providers, advocate groups, legal representatives, and others to introduce, clarify and define rate-setting audit procedures and policies. Provide training and technical assistance to voluntary agency and local department of social services staff;
Assist in the development and/or refinement of standards used in either desk audits or rate setting models related to allowable costs, allocation procedures, and/or program efficiencies.
