Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Employment Specialist for Individuals with Disabilities 1.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Vocational Rehabilitation Counselor, Vocational Rehabilitation Counselor (Manual Communications), or Vocational Rehabilitation Counselor (Spanish Language).

Eligible List Appointment: Candidates must be reachable on the Civil Service Professional Career Opportunities (PCO) Select Job Titles eligible list for Employment Specialist for Individuals with Disabilities 1. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a non-permanent provisional appointment may be considered. For non-permanent provisional appointment, candidates must have a bachelor’s degree or higher AND three years of qualifying experience as described below. Provisional candidates must take the examination for Employment Specialist for Individuals with Disabilities 1 when it is next offered, and must be reachable on the resulting eligible list to maintain employment.

Qualifying Experience: Experience in originating employment programs resulting in new and increased employment opportunities for individuals with disabilities. This experience must have included job development and creating targeted marketing plans directed toward hiring persons with disabilities. One year of this experience must have included either preparation and delivery of presentations to business groups on employing persons with disabilities or negotiating agreements to hire persons with disabilities.

Employees of ACCES-VR who are currently in an Employment Specialist for Individuals with Disabilities 1 position and are interested in transferring to a different location MUST apply for the position as outlined in the Application section of this flyer.

Duties Description The New York State Education Department’s Office of Adult Career and Continuing Education Services – Vocational Rehabilitation (ACCES-VR) is seeking candidates for two Employment Specialist for Individuals with Disabilities 1 positions in the Manhattan and Utica District Offices. These Offices assist persons with disabilities to attain employment, educational and/or independent living goals. Under the supervisor of the District Office Manager, the incumbents of these positions will assist in the development and implementation of employment marketing activities to expand and expedite job opportunities for ACCES-VR consumers. Duties of these positions include, but are not limited to, the following:

• Implement local marketing initiatives that compliment regional and State marketing plans;
• Develop job opportunities and communicate job leads, marketing concepts, and labor force information to District Office staff; and
• Work with Vocational Rehabilitation Counselors and job ready ACCES-VR consumers to identify employment opportunities and ensure successful employment outcomes.

Additional Comments CONDITIONS OF EMPLOYMENT: These will be contingent permanent or non-permanent provisional appointments. Provisional candidates must take the examination for Employment Specialist for Individuals with Disabilities 1 when it is next offered, and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates.

* Leads to a maximum salary of $83,752 based on annual performance advances.

** This salary includes a $3,026 annual Downstate adjustment. Leads to a maximum salary of $86,778.
