Minimum Qualifications MINIMUM QUALIFICATIONS:
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title M-3 or higher eligible to transfer under Section 52.6 of the Civil Service Law.
Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a non-permanent provisional appointment may be considered. For non-permanent provisional appointment, candidates must have one year of permanent competitive or 55b/c service as an Associate in School Business Management, Chief Budgeting Analyst, Supervising Budgeting Analyst, Supervising Accountant, Education Finance Specialist 3, Program Research Specialist 4, or Supervisor, School Business Management. Provisional candidates must take the examination for Chief, Bureau of State Aid when it is next offered, and must be reachable on the resulting eligible list to maintain employment.
Duties Description The New York State Education Department is seeking candidates for a Chief, Bureau of State Aid position in the Office of Education Finance. Under the direction of the Associate Commissioner who serves as the Director of Education Finance, the incumbent of this position will provide direction and leadership with regard to the operations of the State Aid Unit and State Aid Payment Unit. The State Aid Unit and the State Aid Payment Unit oversee the claiming, processing, and payment of approximately $25 Billion annually in State support for public education. Duties of this position include, but are not limited to, the following:
• Monitor fiscal management and information technology systems that provide State financial support of educational programs;
• Lead the development of improved reporting tools and claims management;
• Oversee data collection required to support State aid claims, payments, and projections;
• Manage the review and approval of aid claims and the provision of technical assistance to school districts, counties, and BOCES;
• Represent the Department on interagency task forces; and
• Oversee the distribution of education funding information to the Executive and legislative.
Additional Comments Conditions of Employment: This will be a permanent or non-permanent provisional appointment. Promotions and transfers may change appointee’s negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.
*Leads to a maximum salary of $136,042 based on annual performance advances.
