Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Associate Accountant.

Eligible List Appointment: Candidates must be reachable on the Associate Accountant Civil Service eligible list. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for an Associate Accountant position in the Office of Facilities Planning. This Office is primarily responsible for code enforcement, life safety, fire safety and health in all public K-12 schools, BOCES and specific Charter Schools in the State, exclusive of New York City. Under the general direction of the Supervisor of School Business Management, the incumbent is responsible for review and approval of fiscal documents for capital construction projects and leases undertaken by public school districts, BOCES and Charter Schools that require the approval of the Commissioner of Education. Duties of this position include, but are not limited to, the following:
• Review of Final Cost Reports submitted by public school districts and BOCES to determine adherence to applicable Education Law, guidelines and office policies;
• Provide technical assistance to school officials and their fiscal advisors;
• Respond to questions from the Office of State Aid on reporting issues involving Final Cost Reports;
• Respond to FOIL requests;
• Coordinate with office project managers to resolve fiscal issues;
• Supervise Senior Accountant performing various final cost review functions;
• Conduct workshops to promote accurate Final Cost Report filings;
• Review NYC final cost reports for eligibility for building aid; and
• Perform Program Office review of Smart Bond submissions.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of bachelor’s degree and 24 semester credit hours in accounting, auditing, or taxation will be required at the time of interview for all candidates.
* Leads to a maximum salary of $92,693 based on annual performance advances.
