Minimum Qualifications Qualified candidates will possess a Master’s Degree or higher and progressively responsible experience, at a policy making level, in matters related to the regulation of the utility industry, as well as:
• In-depth knowledge of New York State’s electric, gas, water, and steam industries.
• Knowledge of Public Service Law and experience in utility regulation.
• Familiarity with the Public Service Commission’s policies.
• Experience investigating and/or enforcing utility actions related to emergency preparedness, safety, reliability, merger conditions, service quality, and consumer protection.
• Strong leadership, oral and written communication, and analysis skills.
• Experience in the management of multiple program areas, including program design and evaluation.

Duties Description Under the general direction of the Chief Executive Officer (CEO) of the Department of Public Service/Chair of the Public Service Commission, the Director of the Office of Investigations and Enforcement’s duties will include, but are not limited to:
• Leadership of the Office of Investigations and Enforcement, and overall management of its work.
• Fostering a culture of professionalism in all work.
• Developing investigations and enforcement actions utilizing the full penalty powers granted under Section 25 and 25-a of the Public Service Law, particularly with respect to electric/gas utility emergency preparedness and response; gas safety; Commission-ordered or legally required utility actions related to reliability, merger conditions, service quality; and consumer protection.
• Overseeing investigations and enforcement matters conducted by both legal and investigations staff, including the quality and soundness of findings, recommendations, and reports.
• Representing the Department or Commission as appropriate in Court proceedings;
• Rendering/Overseeing appropriate expert testimony at formal hearings, including at the Federal and State levels, as necessary.
• Working effectively with other Department Offices to coordinate investigative and enforcement actions, and identify and investigate trends in consumer complaints.
• Identifying potential legislative changes that may be necessary to carry out the mission of the office.
• Acting as a contact with Federal and other State agencies.
• Directing studies and making recommendations for solutions to regulatory and administrative problems.
• Representing the Office at Department management meetings and in meetings with utilities, public agencies, and other stakeholders.

Additional Comments Salary will be commensurate with experience. The primary location for this position is Albany, but consideration may be given to New York City with regular travel to Albany where the majority of staff are located. This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position would serve at the pleasure of the appointing authority.
