TRANSFER QUALIFICATIONS:
An employee with one year of permanent competitive service in the following titles may qualify for transfer pursuant to Section 70.1 of the Civil Service Law:
Jobs Program Specialist, Gr-16
Labor Services Representative (and parenthetic), Gr-16
Unemployment Insurance Accounts Examiner, Gr-13
Employees with one year of permanent, competitive service in a title allocated to Grade 11 or higher, who possess a bachelor’s degree*, and who have taken and passed the examination for Unemployment Insurance Reviewing Examiner Trainee, may qualify for transfer to the trainee level pursuant to Section 70.4 of the Civil Service Law.
*From a regionally accredited college or university, or one recognized by the New York State Education Department as following acceptable education practices.
Duties Description STANDARD DUTIES:
The incumbent will be responsible for preparing hearing files, corresponding with internal and external customers to resolve liability and coverage issues, issuing written coverage decisions, analyzing data to resolve wage reporting discrepancies and identify potential fraud related activities to refer to other investigatory units, and communicating with employers on a variety of topics related to UI rate calculations and charges.
After successful completion of a one-year traineeship, the candidate will advance to the journey level. At the journey level, the incumbent will perform the full range of duties associated with making determinations on employer liability and worker status, employee coverage, penalty assessments, wage reporting accuracy issues, and reviewing data that may indicate possible UI fraud related activities for referral to appropriate department offices.
