Minimum Qualifications Eleven years of professional experience, of which two years must include managerial responsibility for a major health-related program or a major administrative function for a large health-related organization. A bachelor’s degree may be substituted for four years of the professional experience described above.

Preferred Qualifications
A comprehensive understanding of the scope of Adult Care Facilities in NYS and the state regulations governing these facilities; established relationship with NYS health providers, associations representing NYS Adult Care Facilities, and Department of Health Central and Regional office staff. Experience with quality assurance/quality improvement processes; legislative, regulatory and experience with policy development and implementation. Candidates must be able to demonstrate an ability to monitor and evaluate health or residential programs, including licensure and surveillance activities to ensure consistent application of policies and procedures throughout New York State. The incumbent is expected to have a proven track record of managing a high degree of complex projects in a high-profile environment with multiple priorities.

Duties Description The Health Program Director I (HPD I) will function as the Deputy Director of the Division of Adult Care Facility and Assisted Living Surveillance (ACF). The HPD I will report directly to the Director of the ACF division and will assist with the oversight of the division, that is responsible for the licensure and surveillance of over 550 adult care facilities. The HPD I will assist the Division Director to provide leadership and direction in the performance of the following duties: Serve as the second in command of a division focused on the health and welfare of frail elderly New Yorkers residing in adult care facilities and oversight of licensure and certification activities for prospective applicants seeking to establish as operator of a NYS Adult Care Facility; Assume all responsibilities for oversight of statewide licensure and surveillance functions in the absence of the Director; Represent the Office of Primary Care and Health Systems Management and the agency as a whole, with the public, health care providers, legislative authorities, Chamber, community based organizations, national organizations representing assisted living regulators, the press and other internal and external stakeholders; Direct, develop and implement policy and regulatory changes in the adult care/assisted living environment; Provide evaluation and recommendations in response to draft legislation; Assist with the recruitment, hiring and discipline of staff assigned to this division; Serve as expert for Medicaid and managed care related concerns directly impacting ACF licensed providers including Assisted Living Programs and requirements set forth under the Federal Home and Community Based Setting final rule and respond to stakeholder inquiries and provide direction in the appropriate interpretation and application of state regulations at the discretion of the program manager.
