Minimum Qualifications Transfer:
Candidates must be employed by New York State to be eligible for transfer to this position. Candidates must be have permanent status as a Community Nursing Services Consultant Mental Health, Grade 22, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades of the Grade 22 level. Some qualifying titles approved for transfer are Nurse 3 (Psychiatric), Nurse Administrator 2 (Psychiatric), and Nurse Administrator 1 (Psychiatric).
Provisional:
Candidates do not need to be employed by New York State in order to be eligible for provisional appointment to this position. In order to be eligible for a provisional appointment, candidates must be currently licensed as a Registered Nurse in the State of New York and have a minimum of four years of experience in a mental health setting. Two years of this experience must have been providing direct patient care with at least one year in an outpatient setting. A Bachelor’s Degree in Nursing may substitute for up to two years of the required experience.
Candidates appointed provisionally must take the next Civil Service examination for this title and their score must be reachable on the resulting eligible list before they can be permanently appointed. Candidates who do not pass the examination or do not achieve a reachable score may not be retained in the title. At this time, a date for the Community Nursing Services Consultant Mental Health has not been announced.
Duties Description The Office of Mental Health (OMH) is currently recruiting to fill a Community Nursing Services Consultant Mental Health, G-22, position in the Office of the Medical Director, Bureau of Health Services. The Community Nursing Services Consultant Mental Health will have statewide responsibility for maintaining a level of nursing practice and infection prevention control practice consistent with acceptable professional, OMH, and review agency and regulatory agency standards, as well as established state and federal statutes. The incumbent of this position will be required to travel statewide.
Specific duties to be performed may include, but are not limited to, the following:
Ensure that all outbreaks of infectious diseases within OMH facilities are identified, contained, and treated in an appropriate manner.
Provide guidance and education relative to the prevention, detection, identification, and control of infectious diseases.
Advise and assist facilities to meet infection prevention standards set by CMS and the Joint Commission and in preparation of plans of correction.
Contribute to training for facility Infection Control Nurses and review their operation to ensure that they are in compliance with all review agency, regulatory, and accrediting organization requirements. Review facility specific annual infection prevention plans.
Develop, implement, and maintain Infection Control Plan.
Act as a subject matter expert/business owner for the Infection Control & Outbreak Administrator (ICOA) software. This includes working with ITS technical support personnel as needed.
Champion influenza vaccination programs at all OMH facilities to ensure compliance with The Joint Commission and the Centers for Medicare and Medicaid Services (CMS).
Serve as a liaison to the NYS Department of Health on issues relative to regulations which impact the OMH medical and surgical nursing practice.
Serve on OMH and inter-agency health related committees as required.
Additional Comments Preferred qualifications for this position include the following:
Certified Infection Control (CIC) certification
Working knowledge of current infection control practices
Experience in administration and management in a clinical setting
Good organizational skills
Effective written and oral communication skills
