Knowledge of eligibility requirements for New York’s Medicaid and other financial assistance programs through NY State of Health; experience with data systems including, but not limited to, NY State of Health and eMedNY; ability to research and analyze information; Experience with administering or supervising day-to-day program operations with ongoing responsibility for supervision, resource planning, or ensuring compliance with laws, rules, regulations, and policies; strong written, verbal, and interpersonal skills; and the ability to create a supportive working relationship and climate for motivation. The candidate must have strong organizational skills and the ability to adapt to changing priorities and tight timeframes.
Duties Description This Health Program Administrator 1 position is within the Division of Eligibility and Marketplace Integration, Bureau of Business Requirements, NYC office. The incumbent will support activities related to expansion and eligibility initiatives; gather and analyze Medicaid and other financial assistance program requirements for the new eligibility system; provide technical assistance on eligibility policy for Medicaid, Child Health Plus, Essential Plan, and Qualified Health Plans; and develop requirements for legally required notices for consumers. Specific duties and responsibilities may include but are not limited to leading or participating in tasks involving requirements gathering, validation of requirements with policy staff, and analysis and provision of business requirements for the new eligibility system to vendors and/or other DOH staff; initiating and completing tasks necessary to produce and implement needed system change requests (CRs); working with teams of vendors, DOH staff and other stakeholders as needed (e.g. issuers, application assistors) to elicit, document, analyze, resolve issues, and provide technical assistance on implementation of business requirements in one or more of the Units within the Bureau; preparing or reviewing training documents and delivering training to small or large groups; and developing business requirements for legally required consumer notices, which includes revising and reviewing notice triggering rules; writing and revising key messages to communicate legally required information to consumers; developing message triggering rules based on new and existing system functionality; and providing design input on notices.
