Duties Description POSITION DESCRIPTION:

The Licensed Psychologist supervises, provides, and/or evaluates the provision of comprehensive psychology and behavioral health services to persons with developmental disabilities receiving services in settings operated, certified or funded by OPWDD. The incumbent provides advice, consultation, oversight, supervision, and/or direction on the provision of psychology and behavioral health services; plans the delivery of psychology and behavioral health services to persons with developmental disabilities; and coordinates compliance with Federal and State laws, rules, regulations, policies and guidelines. Incumbent also performs various duties and functions in conjunction with the overall operation of a facility and/or location to which they are assigned such as assessment and treatment; clinical leadership; program management; completion or review of forensic or court-ordered assessments; expert testimony in hearings; completion and/or review of neuropsychological or education evaluations; specialized assessments (functional, personality, risk, competency, vocational, educational); design and application of behavioral technology and other appropriate specialized psychological interventions.

PRIMARY DUTIES AND RESPONSIBILITIES:

Under the general supervision of the Assistant Deputy Commissioner of Statewide Services in the Division of Service Delivery, the duties of the Licensed Psychologist will include but not be limited to the following:

• Provide technical support and consultation to the central office and district staff who coordinate transition planning activities/services for individuals in residential school programs who are transitioning into adult services with OPWDD. This requires strong knowledge of psychological testing and interpretation, experience with conducting, developing and/or reviewing Functional Behavioral Assessments and Behavioral Support Plans, familiarity with school-based service settings and special education services, direct experience working with individuals with developmental disabilities who present with challenging behaviors, and strong a knowledge base regarding OPWDD services and supports.
• Appear on behalf of OPWDD at Review Panel hearings to provide expert testimony in cases involving transitionally and emergency funded individuals who have aged out of residential schools and for whom appropriate OPWDD adult services have been identified/offered (e.g., explain how a plan under review meets the needs of the individual and answer questions posed by any Review Panel members or parties to the hearing).
• The Licensed Psychologist is also a member of the Commissioner’s Review Committee on Restrictive Behavioral Interventions. This task involves clinical review of cases presented and reporting the findings of the clinical reviews. The function of this committee supports the Agency’s Core Mission by protecting individual rights and ensuring that appropriate assessment and treatment services are delivered, providing oversight and assurance that health and safety standards and conditions are observed and maintained completely, and addressing any concerns in these areas immediately and appropriately.
• The Licensed Psychologist conducts, or arranges for experts to conduct, trainings on Psychology discipline topics to ensure the use of best clinical practices in the field, including those related to assessment and clinical intervention for individuals with developmental disabilities who have complex/intense behaviors and support needs.
• The Licensed Psychologist is an active member of the Third Step Eligibility Review Committee, providing reviews and reports of findings for cases referred from DDSOs across the Upstate Region. This task also involves research and review of new or updated psychological test instruments and providing recommendations regarding the appropriateness of their use to assess individuals with developmental disabilities, and research regarding syndromes or disorders that may constitute qualifying diagnoses for eligibility determination purposes.
• The Licensed Psychologist is required to interpret and implement rules and regulations and participate in the development and/or revision of rules and regulations that impact on the provision of clinical services to persons with developmental disabilities.
• Represent the Agency at various interagency work groups and committees that relate to the provision of clinical and behavioral health services to persons with developmental disabilities.
• Travel as needed to conduct clinical, program and/or quality reviews at residential school programs both in-state and out-of-state. Visit provider agency programs to evaluate their clinical expertise in serving individuals with challenging behaviors and to become familiar with the particular strengths of different providers in order to make recommendations regarding transition planning activities for individuals transitioning to adult services (20-25%).
