Minimum Qualifications Twelve years of professional level work experience, three of which must have included managerial, decision-making, and/or oversight of a major health-related program or in the direction of a major administrative function of a large health-related organization. A bachelor’s degree may substitute for four years of the general professional experience.

Preferred Qualifications: The preferred candidate would have at least twelve years of progressively responsible administrative experience in a large nutrition program, including four years of managerial, decision-making, and/or program direction. Seven years of this experience would also include fiscal and program management, policy making and oversight responsibilities, and statewide supervision of professional level staff. The preferred candidate would be familiar with representing departmental interests and serving as spokesperson and liaison to Executive staff, and have experience working with other state and federal governmental programs. Experience with second-level professional supervision as well as strong oral and written communication skills is also desired. A master’s degree in an appropriate field may substitute an additional one year of the general professional experience, not to exceed a maximum of five years total allowable educational substitution.

Duties Description Reporting to the Director of the Center for Community Health, the Health Program Director 2 (M5) will serve as the Director of the Division of Nutrition and will be responsible for directing, managing and overseeing the activities of all six bureaus within the Division, consisting of approximately 300 staff statewide in both central and regional offices; overseeing an annual budget of more than $820 million for programs including the Special Supplemental Nutrition Program for Women, Infants and Children (WIC), Community Supplemental Foods Program (CSFP), Farmers’ Market Nutrition Program (FMNP), Child and Adult Care Food Program (CACFP), Hunger Prevention and Nutrition Assistance Program (HPNAP), Nutrition Outreach and Education Program (NOEP) and various obesity prevention programs; ensuring Division programs are administered in accordance with Federal and State rules and regulations, and Department of Health policies; ensuring that Division personnel and fiscal resources are utilized efficiently and appropriately to accomplish Division objectives; providing state and national leadership on food and nutrition policies, programs and services; providing direct and indirect supervision to all Division staff and maximize staff performance, productivity and quality service to all customers and stakeholders; representing the Department and the Division in meetings with public and private stakeholders and Executive staff, and Federal and State concerns; being directly involved in managerial policy and development, administrative and managerial decisions regarding Division staff; and directing and developing policy and procedures in conjunction with and in response to state and federal laws, regulations and mandates.

Additional Comments Full-time, non-competitive. This position is designated as a policy maker. Statewide travel, which may include locations not served by public transportation, is required.
