Minimum Qualifications Eleven years of professional experience, of which two years must include managerial responsibility for a major health-related program, or a major administrative function for a large health-related organization. A bachelor’s degree may be substituted for four years of the professional experience described above.
PREFERRED QUALIFICATIONS
Three or more years of experience leading a regulatory division overseeing health care facilities or programs. One or more years responding to public or press inquiries. A demonstrable record of experience of leading positive change in an organization.
Duties Description The Health Program Director 1 will serve as the Deputy Director of the Division of Hospitals and Diagnostic and Treatment Centers and is responsible for: Serving as the second in command of a division focused on health and public safety and the acting as the lead in the absence of the Director. Managing the administrative workload of federal and state mandated health care surveillance, oversight and regulatory programs related to Hospital, Diagnostic and Treatment Centers, Clinics, Funeral Directors, and a variety of other Article 28 entities. Responsibilities will include but are not limited to, budgeting, contract management and staffing. Representing the Office of Primary Care and Health Systems Management and the Department of Health with the public, health care providers, legislative representatives, community based organizations, provider associations, accreditation organizations, the Centers for Medicare and Medicaid Services (CMS), the press, and other outside associations and stakeholders. Measuring and monitoring all program activities in the Central Office and four regional offices: Metropolitan Regional Office (MARO), Capital District Regional Office (CDRO), Central New York Regional Office (CNYRO) and the Western Regional Office (WRO). Data management and tracking progress towards achieving agency performance metrics and designing and implementing solutions to obstacles to meeting expected performance measures. Directing, developing and implementing policy and regulatory changes in the primary and acute care health arena. Making recommendations to Department of Health (DOH) Executive Staff. Serving as DOH and New York State expert in the area of Hospitals, D&TCs, Clinics and other Article 28 facilities. Overseeing the determinations on enforcement activities, assuring consistent application and interpretation of enforcement throughout the State. Providing evaluation and recommendations on proposed or actual changes in regulations and standards issued by the State and the federal government.
