Minimum Qualifications Either: I. a master's degree or higher including or supplemented by 15 graduate credit hours in counseling, social work, psychology, education, or career development with a total of 6 graduate credit hours in TWO of the following areas:
1. Counseling Theory and Practice
2. Group Counseling/Group Dynamics
3. Lifestyle and Career Development
4. Statistics or Test & Measurements
OR II. a bachelor's degree supplemented by 30 graduate credit hours, 15 of which must be in counseling, social work, psychology, education, or career development with a total of 6 graduate credit hours in TWO of the following areas:
1. Counseling Theory and Practice
2. Group Counseling/Group Dynamics
3. Lifestyle and Career Development; Statistics
4. Test & Measurements
AND one year of (full time equivalent) experience in counseling which MUST include all of the following:
- establishment of a one-to-one employment counseling relationship, including gathering customer information and relating it to the labor market;
-the selection and utilization of standardized testing instruments; and
- the development and implementation of customer employment plans.
SUBSTITUTION: One additional year of the qualifying employment counseling experience may substitute for 15 of the general 30 graduate credit hours.
Note: Your degree or college credits must have been awarded from a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree or college credit was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency.
Duties Description As an incumbent of this position, you would work as "Immigrant Workforce Counselor" for immigrants and others with Limited English Proficiency (LEP). You would work with other Employment Counselors who provide vocational counseling and career development information to individuals looking for employment. You would be a resource to the workforce investment staff within the service area to ensure the availability of comprehensive knowledge on Federal, State, local and private programs that impact the ability of individuals with LEP to enter and remain in the workforce. You would train One-Stop Career Center staff and other staff on activities, services and resources available, including the following: LEP/Immigrant Workforce issues, assessment tools and their applicability, and other relevant information that may be applicable; you would establish advisory working group(s) on One-Stop system accessibility issues, including procedures for on-going review, recommendations or action plans, that include individuals with LEP and others with expertise on accessibility and services to individuals with LEP; and link case managers to information on how to access a wide variety of programs available to support the individual with LEP successful entry or re-entry into the workforce, how to facilitate the connection to programs and the benefits, services and/or supports that they provide. You would support follow-up activities which confirm that each individual is receiving the level of benefits, services and/or supports needed. And, you would also assess and propose new services and programs needed in order to serve this population adequately; other duties as required. This is a field position and travel is expected. Overnight travel, however is minimum.
Preferred Qualifications: Candidates with a background in issues and barriers affecting immigrant and LEP customers; knowledge of the provisions of the Workforce Investment Act, with particular attention to adult, dislocated worker and youth programs; and the welfare-to-work requirements affecting Temporary Assistance for Needy Families (TANF) recipients are preferred. Additionally, the ability to communicate fluently both orally and in writing in a language other than English is a plus.
