Minimum Qualifications Reassignment: Current NYS Department of Health (DOH) employee with permanent status as a Hospital Nursing Services Consultant G-22; OR New York State employee with one year or more of permanent or contingent-permanent, competitive service in a G-20 title or higher and eligible for transfer to Hospital Nursing Services Consultant under Section 70.1 or 70.4 of the Civil Service Law.

Open-Competitive: License and current NYS registration as a Professional Nurse AND five years of post-licensure health care, public health, community health, or other nursing experience in an appropriate facility setting. Three years of this experience must have been providing direct patient care in a licensed health care facility, and two years of this experience must have been in nursing supervision, or working in the capacity of a nurse administrator. Preferred Qualifications:
Professional experience in a community/home health setting with experience in administration of a federal or state health related certified program is preferred. Must have strong skills interpreting federal and state policies, rules and regulations, and excellent writing and editing skills. Must have a strong knowledge of databases and be computer literate.

Duties Description The Hospital Nursing Services Consultant in the Division of Home and Community Based Services Western Regional Offices will participate in a range of activities associated with Licensed Home Care Services Agencies (LHCSAs) that serve patients in the Assisted Living Programs (ALPs). The incumbent will participate in a range of surveillance activities which include, but are not limited to, conducting onsite surveys, complaint investigations, review and approve required policies and procedures, interpret policies, rules, and regulations, and respond to inquiries from regional offices as well as the public related to ALP LHCSAs, and other areas in home care. The incumbent may serve as part of a survey team and may be responsible for the facilitation of team operations. The incumbent will also perform quality assurance reviews of complaint investigations of home care agencies, enforcements, and other duties as assigned.

Additional Comments Permanent, full time. This position will require travel. 70.4 candidates must take and pass the open-competitive examination referenced below.
