Minimum Qualifications Permanent Transfer Candidates: Current DOH employee with permanent status as a Health Systems Specialist 1, G-18 OR Current New York State employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-16 and deemed eligible for transfer to Health Systems Specialist 1, G-18 under Section 70.1 or Section 70.4 (exam required after meeting Open-competitive qualifications)

Provisional Candidates: Open-competitive qualifications; Bachelor’s degree and two years of professional administrative or professional clinical experience in one or more of the following areas: Either 1. professional administrative experience related to regulatory activities which include medical or programmatic review, audit, and/or regulatory activities observing and evaluating patient or resident care in a health care facility regulated by a governmental agency. Provision of direct care services are not qualifying; Or 2. oversight or coordination of regulatory compliance and/or quality assurance activities in a health care delivery system; Or 3. participating in the development or implementation of state or federal regulations that govern the provision of health care; Or 4. supervision of clinical staff who provide health related services in a health care facility regulated by a governmental agency; Or 5. evaluating the quality of health care provided to individuals to ensure that professional standards of practice are met and health related services comply with governmental regulations.

A master’s degree in public health, health policy and management, health care administration, hospital administration, health care finance, social work, nutrition, or physical therapy may substitute for one year of experience. You must clearly indicate how you meet the remaining one year of required experience.
General administrative experience in personnel, budgeting, purchasing, security, or maintenance is NOT qualifying. Experience in a physician’s office, correctional facility, or school setting is NOT qualifying.

Duties Description The incumbent will be responsible for managing a caseload of Adult Care Facility (ACF) Certificate of Need (CON) applications throughout the Part II regional office review and approval process, including all programmatic components of the review. This will require extensive communication with applicants or their representatives (consultants, attorneys, board members), as well as with Central Office ACF staff. The incumbent will also be required to conduct onsite pre-opening survey activities.

Additional Comments Permanent, full-time. Routine travel, including travel to areas that may not be served by public transportation, is required. 70.4 candidates will be required to take and pass a holding of the Health Systems Specialist 1 examination administered by Civil Service to maintain continued employment as a Health Systems Specialist 1
