Minimum Qualifications •20+ years of investigative experience in a major police department or law enforcement agency.
•10+ years management and supervisory experience overseeing major police department/law enforcement agency criminal investigation units/squads that conduct criminal investigations of felony and misdemeanor level crimes, including: white collar criminal investigations, larcenies, embezzlement and accounting frauds, insurance frauds, credit card and other crimes committed for personal gain.
•Significant management and supervisory experience overseeing major police department/law enforcement agency criminal investigation units/squads must include: management of case assignments; writing and supervising the execution of search warrants and the securing of evidence; development, analysis and interpretation of evidence with subordinate unit/squad members, including financial records and other documentary and testimonial evidence; conducting performance evaluations of unit/squad members; the writing of major case reports and review of reports written by unit/squad members for submission to prosecutors.
•Significant law enforcement experience conducting confidential, sensitive and internal investigations, including: conducting background investigations on employment applicants, including the analysis of applicant’s life history, and obtaining and analyzing of required paperwork; reviewing internal policies and procedures for target entity compliance; conducting interview of employees/affiliates of the target entity.
•Must have developed training curriculum and have experience instructing police and other law enforcement personnel on issues relating to criminal enforcement.
•Experience coordinating investigations with federal, state and local agencies.
•Work-related familiarity with New York State laws and agencies is required.
•Must have testified in criminal trials for prosecution of major cases.
•Must have experience in surveillance techniques and use of technical equipment used in law enforcement, including electronic video surveillance.
•Interviewing and interrogating experience in complex criminal investigations.
•Excellent interpersonal skills required, and proven ability to provide leadership.
•Computer skills required, including: word processing; spreadsheet proficiency; QuickBooks; Spectrum Justice System; and in-depth experience with computerized case management systems.
•Proficiency with law enforcement and other investigatory search engines and websites.
•Must be willing and available to work unscheduled hours, as necessary.
•Some travel required.
Duties Description The Chief Investigator for the New York State Inspector General’s Office [“NYSIG”] works under the supervision of the Deputy Inspector General for Investigations. The Chief Investigator is responsible for the daily oversight and management of NYSIG’s Albany and Buffalo regional offices’ Investigative Units. Supervising teams of investigators, the Chief Investigator assigns and monitors the progress of all cases in the Albany and Buffalo offices, conducts case reviews, manages a caseload, conducts interviews and prepares and reviews written reports for submission to executive staff. The Chief Investigator works closely with executive staff to monitor the progress of all cases assigned to the Albany and Buffalo offices; attends to special circumstances that arise; and coordinates efforts of the Investigative Units as they relate to the mission of this Office. The Chief Investigator serves as a liaison to other law enforcement and governmental entities. The Chief Investigator works in conjunction with the Deputy Inspector General/Legal for the region to which s/he is assigned. The Chief Investigator also works closely with the New York City NYSIG office, to effectively and efficiently carry out the investigative functions of NYSIG as a whole.
Additional Comments Salary is commensurate with experience.
