HCR’s Office of Rent Administration (ORA) is seeking a Business Systems Analyst who will be responsible for overseeing the development and ongoing improvement of an emerging Data Analytics/Business Intelligence program. The Business Analyst will work closely with program staff in the ORA and the Tenant Protection Unit (TPU), as well as other stakeholders in HCR to transform raw data into meaningful and useful information for business analysis purposes. The Business Analyst serves as first point of contact at a program level to ensure that data is understood, used and shared effectively, and continues to meet defined data standards.

Responsibilities include but are not limited to:
• Assess the current state of data management, integrity, security, privacy and retention within their scope of responsibility.
• Work within and beyond their immediate program area to recommend and implement change in support of the adoption of data governance policies.
• Identify optimal approaches for resolving data quality or consistency issues to achieve goals.
• Coordinate new and maintain an existing inventory of internal and external data sources.
• Manage data connectivity implementation in collaboration with NYS Information Technology Services (ITS)
• Monitor and report ongoing data quality and consistency and other metrics which assess the adherence of data and people to data governance policies.
• Report into the data governance council, individually (per their direct responsibility) but also as a data steward team when the need spans data domains and business functions. ?
• Work with the NYS Chief Data Officer to make sure that HCR and ORA are aligned with where the enterprise is going relative to data management and analytics
• Engage with key data stakeholders to identify and gather the common understanding of their data domain within ORA and how it relates to overall HCR data environment.
• Engaging the Office of Information Technology Services (ITS) and the NYS Chief Data Office (ITS) on governance, business needs for technology and compliance with NYS Data Policies
• Conducting first-level supervision of subordinates, as needed

ORA is engaged in a technology modernization project to transform a legacy mainframe application to a more modern, web-based system. The Business Analyst will be specifically assigned to this project and responsible for the following:
• Working with the ITS Data Migration team to make key data design decisions during Data Migration design, facilitating those through the business as needed
• Work with the development teams to review designs and make key decisions on data cleansing rules and Master Data Management (MDM) design
• Resolve data decisions arising from data migration build, system test, UAT, and successful “go-live” of the ROCT system
