Minimum Qualifications Qualified candidates will possess a Master’s Degree or higher along with:
• Experience in leadership roles formulating and implementing State energy policy.
• Experience advising senior State leaders on matters relating to the regulation of the gas, water, electric, steam and cable and/or telephone utilities.
• Familiarity with the workings of competitive utility markets and the electric utility industry.
• Experience developing regulatory policy.
• Strong leadership, oral and written communication, and analysis skills.

Duties Description The Director of Markets and Innovation will serve under the general direction of the Chief Executive Officer (CEO) of the Department of Public Service/Chair of the Commission. Duties will include but not be limited to:
• Serving as advisor and consultant to the Chair and Public Service Commission on matters related to the regulation of gas, water, electric, steam, cable, and telephone utilities, specifically as these matters relate to markets and innovation.
• Planning, organizing, directing, and coordinating the complex technical work related to the implementation of Reforming the Energy Vision (REV) principles; developing and advancing policies, rules, programs and mechanisms to implement REV; and, engaging utilities, third parties, other stakeholders and the public as appropriate to advance REV.
• Planning, organizing, directing, and coordinating the oversight of the State’s Clean Energy initiatives, including the customer funded programs that support renewable energy and energy efficiency administered by NYSERDA, the New York Green Bank, and the State’s utilities.
• Working effectively with Directors and other staff to implement the Chair’s and Commission’s policy initiatives relating to REV and to the Clean Energy programs.
• On occasion and as required, testifying, as an expert witness, in important Commission cases and to supervise the preparation of testimony.
• Overseeing the preparation of Commission orders, rules and regulations ensuring compliance with legal requirements.
• Attending Commission sessions in order to advise and make recommendations to the Commission on technical and policy matters related to electric competition, rates, utility finance, transmission and distribution, safety, consumer services and education, the environment, and other issues related to markets and innovation.
• Managing and directing the Department staff working on these issues, including recruitment and development activities.
• Providing technical assistance and support to other Offices of the Department.
• Analyzing proposed legislation and formulating recommendations in areas that affect the Commission's rules, regulations and responsibilities.

Additional Comments Salary will be commensurate with experience. The primary location for this position is Albany, but consideration may be given to New York City with regular travel to Albany where the majority of staff are located. This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position would serve at the pleasure of the appointing authority.
