QUALIFICATIONS
Three years of experience in procurement and contracting activities. Working knowledge of the requirements of State Finance Law and agency contracting practices and policies. Ability to handle multiple tasks.
Duties Description Reporting to the Administrative Officer, the incumbent of this position will function as Contract Assistant for the New York Health Benefit Exchange and will be responsible for a range of activities in support of ensuring timely procurement and contracting activities necessary to carry out the functions of the Exchange. The Exchange provides affordable, comprehensive health insurance coverage to 4.6 million New Yorkers. The incumbent will perform a wide range of tasks related to procurement, contracting and authorization of payment of contractors. Duties include but are not limited to:
*Assist in the development of Requests for Proposals (RFP’s) and Requests for Applications (RFA) related to the Exchange, Qualified Health Plans (QHP’s), miscellaneous consultant services and others.
* Support the Exchange by acting as procurement manager responsible for specific administrative processes including preparing required notice for the Contract Reporter; posting solicitation documents; receiving and pre-screening proposals; serving as official point of contact for potential bidders; organizing bidding conferences; receiving and coordinating responses to questions from potential bidders; distributing required information and required notices, among other tasks.
* Prepare documents summarizing the results of the procurement and selection process and assemble Vendor Award Package for review by Exchange senior management and Counsel prior to submission to control agencies including the Attorney General and the Office of the State Comptroller.
* Process vouchers for payment ensuring compliance with contract terms.
* Perform other procurement and contracting activities related to the exchange, as requested.
