Minimum Qualifications Current Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator 2, G-25 OR current NYS employee with one year of permanent or contingent-permanent service in a qualified title, G-23 or higher, and deemed eligible to transfer to Health Program Administrator 2 under Section 52.6 OR Section 70.1 of Civil Service Law.
PREFERRED QUALIFICATIONS
Experience with program oversight, policy development, regulatory development, use of data to assess quality and conduct evaluation, and working as part of a multidisciplinary team with diverse internal and external stakeholders. Strong organizational skills; effective communication skills; an ability to adapt to changing priorities and tight timeframes; an ability to assess the impact of policy or program changes on a broad set of stakeholders. Proficiency in Microsoft Office products, including Word, Excel and Power Point.
Duties Description New York State’s system of regionalized perinatal services includes a hierarchy of five levels of perinatal care provided by the birthing centers and hospitals within a region and led by a Regional Perinatal Center (RPC). The regional systems are led by RPC’s capable of providing services and expertise required by the most acutely sick or at-risk pregnant women and newborns. In 2017, the Department began a process to update the standards and regulations for perinatal levels of care, re-designate all obstetrical hospitals, and develop standard metrics to assess maternal and neonatal outcomes. The Department provides grant contracts to each of the RPC’s to help support quality improvement efforts such as periodic on-site visits by RPC teams to affiliate birthing hospitals to provide training and assistance to improve care. This position will provide leadership to the perinatal regionalization system, including: efforts to update and re-designate New York State’s perinatal system of hospital care; development of a regulatory change package; oversee the process to conduct on-site visits to re-designate birthing centers and hospitals for appropriate level of perinatal care; oversee the development and assessment of metrics to assess quality of the perinatal system and participate in a team to lead ongoing quality improvement and monitoring efforts. This position will develop, implement and monitor this initiative through development of workplans and regular communications with the RPC’s, review of performance metrics with the Data Analysis and Surveillance Unit, and coordination of efforts with the Office of the Medical Director’s quality initiatives. The position will provide supervision, oversight and guidance to professional staff working on the initiative.
Additional Comments Permanent, full-time. Occasional statewide travel, including overnights and travel to areas that may not be served by public transportation, may be required.
