Minimum Qualifications Candidates must have permanent status as a Mental Health Program Specialist 3, Grade 25, and be eligible for lateral transfer; OR be eligible for transfer via Section 70.1 or 52.6 of the Civil Service Law.

Duties Description The Office of Mental Health (OMH) is seeking a qualified candidate for the position of Mental Health Program Specialist 3, Grade 25, to work within the Office of Quality Improvement, Clinical Risk Management Unit. The incumbent of this position will oversee the New York State Incident Management and Reporting System Unit (NIMRS) that was created to provide a system for state facilities and providers to enter information about serious incidents that occur.

Specific functions and responsibilities of the Mental Health Program Specialist 3 position include, but are not limited to, the following:

- Serve as Business Owner and oversee ongoing maintenance and development of the NIMRS system.
o Maintain ongoing communications with internal and external NIMRS stakeholders to identify system issues and new requirements or enhancements.
o Confer with the Clinical Risk Management unit to define and prioritize work objectives to meet OMH business needs.
o Work with ITS to develop and implement solutions.
o Provide ongoing technical assistance and training related to NIMRS functionality to Central Office users and other providers.
o Monitor NIMRS and related processes and systems on an ongoing basis and work with ITS staff to prevent and resolve unexpected technical issues.
o Function as the Justice Center liaison for all NIMRS related matters.
o Work collaboratively with the supervisor and seek feedback prior to proceeding with any NIMRS initiative.

- Oversee the rewrite of the NIMRS application
o Coordinate with ITS and the Justice Center to ensure that all documented business requirements are meet
o Collect and organize business requirements from OMH stakeholders
o Coordinate and guide ITS resources in the continued development of NIMRS 2.0
o Serve as the lead for business solution development

- Provide ongoing supervision and guidance to subordinate staff with NIMRS.
o Manage and direct unit activities by setting priorities, staff assignments and deadlines.
o Review and evaluate staff performance
o Identify training needs and arrange for training as necessary.

- Ensure the continued success of the integration of NIMRS and the VPCR.
o Liaise with Justice Center and ITS to ensure data from the VPCR is imported accurately and in a timely manner to NIMRS.
o Review any anticipated changes to the VPCR for impact on NIMRS.

- Oversee the resolution of provider initiated Help Desk tickets and calls related to technical assistance and troubleshooting.
o The NIMRS Unit aims to respond to all Help Desk tickets within 1 business day and resolve tickets within 3 days.

- Oversee the resolution of NIMRS enrollment applications and “Request for Access” forms.
o Work with providers, BIC and ITS to ensure new facilities enroll in NIMRS prior to being issued an Operating Certificate.
o Ensure that new providers receive formal live or web-based NIMRS training.

- Design, develop and implement training resources related to incident reporting via NIMRS.
o Ongoing development of NIMRS training for users, includes developing web-based NIMRS training and presenting internally and externally on existing training resources.

- Provide data reports and analysis in response to request for incident data.
o Provide timely, accurate, data and reports in response to requests from OMH management.
o Oversee the “High Profile Incident” data requests received by the NIMRS unit and aim to provide a 1-hour response to Administration.

- Supervise subordinate staff
o Complete required employee performance and probationary evaluations
