One year of permanent competitive service in a title SG-21 and above designated administrative under Section 52.6 of the Civil Service Law.
70.1 Transfer:
One year of permanent competitive service as an Assistant Business Officer, Housing Specialist 2, Principal Auditor of State Expenditures or Senior Purchasing Agent.
Duties Description The position is located within Contract Management. The incumbent will supervise and train staff at the Contract Management Specialist 1 and paraprofessional level in the planning, development, and implementation of modern procurement methods and documents. Primary responsibilities will include managing the Customer Services unit, including telephone and e-mail inquiries from contract users and businesses. Additionally, the incumbent will also oversee the bid opening process and vendor responsibility review, both of which are essential in supporting NYSPRO’s Strategic Sourcing initiatives. Review and approve preferred source applications, working with contract staff to provide appropriate interpretations for Customer Services staff on how to use contracts, and provide outreach to local government entities and authorities. Other duties include maintenance of Central Files (NYSPRO paper record center), and additional responsibilities as assigned. In all duties, ensure that work conforms to agency and statewide purchasing policies and/or agency requirements or need and that established timeframes are met for workflow within the team, keeping management apprised of any possible problems or delays.
The successful candidate will be knowledgeable and experienced in Contract Management Specialist duties and functions.
