Job Specifics

Duties Description Under the supervision of the Director of Operations, this Park Supervisor 2 will be the second in command of the operational needs of the parks in the Robert Moses Complex, and responsible for the day-to-day supervision of the team.
Duties include but are not limited to:
• Directly supervises, trains, and evaluates staff to ensure that assigned tasks are completed correctly, safely and in a timely fashion.
• Effectively communicates with Maintenance Staff, Lifeguard staff, Concession staff, Park Administration, and Regional Administration.
• Be a direct point of contact to the Park Police during incidents.
• Receives, investigates, and replies to patron or employee complaints.
• Responds to and works with community groups and organizations regarding facility use requests.
• Plans and schedules recreation activities and special events – may coordinate the logistical aspects of routine programs and special events, including security, admissions, transportation, traffic flow, and cleanup.
• May be required to assist other parks special events and setup.
• Performs a variety of administrative duties including: hiring, counseling, and scheduling staff, and preparing various reports including attendance, personnel, and work progress reports.
• Assists staff in performing tasks and in resolving work-related issues.
• Reviews maintenance requests and assesses materials, equipment, and labor requirements.
• Operates and maintains tools and power equipment utilized in the maintenance and repair of the park, including but not limited to, chain saws, snow plow, deck and attachment tractor mowers, and small equipment for landscape.
• Other duties as required.

Minimum Qualifications NY HELPS QUALIFICATIONS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Either 1. four years of experience in the construction, operation, or maintenance of a park, recreational facility, or campus;* one year of this experience must be at a supervisory level;

Or 2. an associate's or higher level degree or 60 college semester credit hours AND two years as described in No. 1 above; one year of this experience must be at a supervisory level.

*For the purposes of this examination a park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming.

If verifiable, we will accept and prorate appropriate part-time and volunteer experience.

**For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

ELIGIBLE LIST QUALIFICATIONS:
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list.

REASSIGNMENT QUALIFICATIONS:
Candidates must be current New York State Office of Parks, Recreation and Historic Preservation employees and have one year of permanent competitive or 55-b/55-c service as a Park Supervisor 2 to be eligible for reassignment.

52.7 NON-COMPETITIVE PROMOTION (NCP) QUALIFICATIONS:
As required by the New York State Department of Civil Service, we are posting for this position to determine if there are any qualified OPRHP employees interested in a permanent appointment to the position. If there are three or fewer qualified candidates interested in the position who meet the promotion minimum qualifications, a permanent appointment can be made pursuant to Section 52.7 of the Civil Service Law. The minimum qualifications for the NCP appointment are: One year of permanent competitive or 55b/55c service as a Park Supervisor 1.

Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.

It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.

Additional Comments • Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Must be willing to work holiday, weekend, and evening shifts as required, as well as respond to after hour phone calls.
• Effectively communicate in verbal, written, and electronic formats.
