Job Specifics

Duties Description This Historic Site Manager A, SG 23 position is located at Staatsburgh State Historic Site in Staatsburg, NY. The HSM A will report to the Regional Historic Site Supervisor of Taconic Region and will develop and manage the facility budget and spending plan, supervise permanent and seasonal staff in facility operations and site and museum programming, and is responsible for managing all partnerships. The Historic Site Manager A is the first-in-command at this Taconic Region historic site which is a major attraction for the region. The HSM A duties will include but are not limited to the following:

Directs and plans historic site programming and collection care.
• Directs and approves plans for historical interpretation, patron orientation, recreational programs, educational programs, and special events.
• Manages and directs the development and implementation of a comprehensive interpretive plan.
• Oversees the education of staff, interns, and volunteers/docents to ensure mission-driven and coherent interpretation of the historic structures, exhibits, landscape, and functions of the site.
• Oversees the production and maintenance of all orientation and interpretive signage, exhibits, and displays.
• Approves special event and other permits for the site.
• Coordinates special event set up, tear down, clean-up, and repair activities with employees and volunteers.
• Responds in person or in writing to concerns or issues regarding operations, and interpretation and educational programs.
• Monitors and helps coordinate archaeology, collections care, and restoration programs.
• Collaborates with the Division of Historic Preservation on developing plans for interpretation and collection care at Staatsburgh State Historic Site.
• Directs and approves plans for activities of the environmental education, historical interpretation, patron orientation, recreational programs, and special events.

Manages facility operations and maintenance.
• Schedules maintenance projects and ongoing day-to-day maintenance of the facility
• Determines staffing required to provide safe use of the site and develops budgets for operational seasons.
• Collaborates with the Division of Historic Preservation on developing plans for building preservation/restoration at Staatsburgh State Historic Site.
• Collaborates with Regional Crew on implementing plans for building preservation/restoration at Staatsburgh State Historic Site.
• Responds to customer concerns and issues regarding facility use and maintenance.
• Monitors and helps coordinate archaeology, collections care, and restoration programs.
• Collaborates with the Division of Historic Preservation on developing plans for Staatsburgh State Historic Site.

Collaborates with other partner organizations.
• Serves as the Parks Contact for the Taconic Regional Office, Mills Norrie State Park and Staatsburgh State Historic Site, guiding them in restoration and facility improvement initiatives and partnering with them in their annual events including the history conference.
• Coordinates with Parks & Trails NY, The Museum Association of NY, Hudson River Valley Greenwayand many other partners with Taconic Region.
• Partners and collaborates with local and regional heritage tourism groups including Dutchess County Tourism.
• Manages public relations to increase visitation and revenue in collaboration with the Regional Office, the Albany Office Public Relations Bureau, and the Division of Historic Preservation.
• Represents the agency in featured interviews (print, radio, video) and at community programs and events.

NY HELPS or 55-b/c Qualifications:

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55-b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

A bachelor's degree** in historic preservation, museum studies, education, history, American studies, anthropology, or architectural history; five years of general experience in museum or historic site operations involving education, research, exhibition, and/or collection management including accessioning, cataloging, inventory, and object care/handling; including four years of administrative experience (budgeting, planning, directing, and/or supervision) at a historic house, historic site, historic park, historic section of a museum, or with a governmental agency or program having responsibility for historic houses, museums, historic sites, or historic parks, as follows: four years of general experience including three years of administrative experience.

Subsequent 55-b/c Qualifications:
A subsequent 55-b/c appointment may be considered if you have at least one year of permanent or contingent-permanent qualifying service and have a current Civil Service 55-b/c letter of eligibility.

Reassignment Qualifications:
Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as a Historic Site Manager A; if you have less than one year, you must be reachable on the current Historic Site Manager A eligible list for this location.

70.1 Transfer Qualifications:
At least one year of permanent or contingent-permanent qualifying service as a Historic Site Manager B, SG 21. Only the title listed is eligible for 70.1 transfer.

Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Provisional Qualifications:
In the absence of an eligible list, a provisional appointment maybe considered. For provisional appointment, candidates must have one year of permanent competitive or 55-b/55-c service as a Historic Site Manager B, Historic Site Manager C, Interpretive Programs Coordinator, or Historic Site Manager B Ganondagan Historic Site.

Only the title or titles listed are qualifying.

The appointed candidate would have to be reachable on the next holding of the examination to be appointed permanently.

52.7 Non-Competitive Promotion (NCP) Qualifications:
In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Parks, Recreation and Historic Preservation of our intention to potentially conduct a non-competitive promotion examination for the position of Historic Site Manager A, SG 23, at the Office of Parks, Recreation and Historic Preservation, Taconic Regional Office in Staatsburg.

Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if all requirements of a non-competitive promotion appointment are met. In order to be eligible for a non-competitive promotion examination, candidates must have at least one year of permanent competitive or 55-b/55-c service as a Historic Site Manager B, Historic Site Manager C, or Historic Site Manager B Ganondagan State Historic Site.

If there are no more than three (3) qualified NYS Office of Parks, Recreation and Historic Preservation eligible promotional employees who respond to this posting, Civil Service may approve the permanent appointment of one (1) of the qualified employees without further examination.

Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.

Additional Comments Operational Needs:
• Must be available to work nights, weekends and holidays as needed.
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Maintains strong knowledge of site history and collections, including new interpretive approaches (e.g. Our Whole History); represents the facility to the local and regional community and all partners
• Reviews and edits all blog and social media posts created by staff or guests before publication
• Periodically tracks visitor reviews online (Trip Advisor, Google, Yelp, Facebook, etc), and solicited patron feedback from site’s reservations program (Bookeo) to guide planning and course correct as needed
• Works with regional graphic designer on creation of effective promotional materials (rack cards, fliers, signs, displays, etc)
• Handles paying invoices for purchase of goods and services on personal procurement card; reconciles card in Statewide Financial System (SFS) and accounting of allocation balance in BETS
• Documents site over time with photo archive of restoration/capital projects, Friends activities, staff and volunteers, programs and media-ready images for promotion.
• Stays current on best practices and trends in museum management and interpretation, and provides training opportunities for interpretive staff to maintain high standards that are innovative and enjoyable for diverse audiences.

*NY HELPS PROGRAM:

For the duration of the NY HELPS Program, this title may be filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June 11, 2025. Your eligibility for promotion will be reviewed by Human Resources.
