52.6 Transfer: One year of permanent competitive service in a position at the SG-29/M-3 level or above designated administrative pursuant to Section 52.6 of the Civil Service Law and meet transfer eligibility requirements.
Provisional
Promotion: One year of permanent service in a professional training position that included the development of training for police, fire, or emergency response personnel allocated to M-2 or above.
Open Competitive: Eleven years of professional training experience, which includes performing needs assessments, preparing curricula, delivering training, and supervising a large training program. At least four years of this experience must involve the development of training for police, fire, or emergency response personnel. A Bachelor’s Degree can substitute for four years of the general experience. A Master’s Degree can substitute for an additional year of general experience.
Duties Description The Homeland Security Training Facility Director is responsible for the oversight of all programmatic development, course deliveries and the overall operation and functioning of the State Preparedness Training Center (SPTC). The Director’s duties include, but are not limited to, oversight and management of SPTC staff, equipment, and resources for providing world-class training to a diverse range of emergency responder communities. The incumbent is responsible for the development, implementation and oversight of staffing plans, equipment plans, security plans, general Center operational plans, and relevant Division and New York State policies and procedures to direct programmatic and site operations. Programmatic development duties include oversight of training needs assessments, development of training course curricula, course deliveries (residential and mobile), and related strategies that ensure courses are consistent with executive goals and objectives. The incumbent will also have responsibility for ensuring the delivery of the best possible instruction through the selection and employment of highly qualified instructors, role players and support staff for the delivery of courses. The incumbent will be responsible for the development and coordination of marketing and public relations for the Center by working closely with the Division’s Public Information Office and Executive team. The position also includes responsibilities for coordination of the utilization of the Center by both other state and non-state entities, the oversight of the SPTC programmatic development team, preparation of an annual budget, and all SPTC administrative operations related to a large training facility and program. The incumbent will be required to work overtime, including nights and weekends based on operational need.
