Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must have one year of non-competitive or 55b/c service as a Senior Professional Conduct Investigator OR two years of competitive or 55b/c service as a Professional Conduct Investigator OR seven years of experience in the investigation of complex cases leading to criminal trial and administrative proceedings, which must include conducting investigations and interrogations, writing reports on assignments and testifying at administrative hearings or criminal trials. A bachelor's degree in Criminal Justice, Police Science or a closely related field may be substituted for up to four years of experience.

Duties Description The Office of P-12 Education is seeking to fill a vacancy for the title of Senior Professional Conduct Investigator, to implement the Education Department’s requirements under Chapter 501 of the Laws of 2012. Under Chapter 501, the Office of Special Education is responsible for tracking and monitoring corrective actions of allegations of abuse, neglect and significant incidents and has primary responsibility for the investigation of significant incidents in residential schools (i.e., State-operated schools, State-supported schools, special act school districts and approved private residential schools with respect to both their day and residential components). The Office of Special Education also has responsibility for developing and delivering legislatively required training to mandated reporters, residential schools and other stakeholders. Under the general direction of a Supervisor of Education of Children with Disabilities, the incumbent of this position will be responsible for handling duties related to the Department’s obligations under Chapter 501. Duties of the incumbents will include, but not be limited to the following:

• Conduct immediate Safety Assessments of all significant incidents reported to the Justice Center affecting any Residential School approved to serve students with disabilities by NYSED;
• Formulate plans, processes and timetables to assist Residential Schools to complete an accurate, complete and thorough review of a reported Significant Incident;
• Notify, by telephone and written correspondence, the designated Administrator of the Residential School of the report of a Significant Incident and direct them to conduct a review of the significant incident and report to NYSED the findings;
• Work collaboratively with programs and staff to ensure that reviews of Significant Incidents are completed in an appropriate and timely manner;
• Assist in the development and delivery of training programs designed to improve the quality of reviews of Significant Incidents by Residential Schools;
• Write narrative reports to effectively communicate the results of reviews of Significant Incidents to appropriate parties;
• Make recommendations for steps the Residential School should take to prevent and/or ameliorate significant incidents that are both child specific and systemic from happening again;
• Review and approve all action plans developed by the Residential School; and
• Develop trend data reports for the monitoring staff.

Additional Comments CONDITIONS OF EMPLOYMENT: These will be permanent, non-competitive appointments.

*Leads to a maximum salary of $66,494 based on annual performance advances.
