Minimum Qualifications Candidates must have one year of permanent service in a title eligible for transfer via Section 52.6 or 70.1 of the Civil Service Law.

OR

Provisional Opportunity: Candidates who have a master’s degree AND five years of professional administrative experience* in a mental health setting, three of which must have been at a supervisory level. At least two years of the five must have been in a forensic setting established for the custodial care and treatment of mental health patients involved with the criminal justice system may be qualified for a provisional appointment to this position.

*Professional administrative experience is defined as duties focused on the planning, oversight, coordination and operation of programs, or in the fields of personnel management, employee relations, budgeting, fiscal and business administration, or administrative planning and analysis.

Candidates appointed provisionally must take and pass the next available Civil Service exam used to fill this position. Candidates appointed provisionally must receive a score that is reachable on the resulting eligible list before they can be permanently appointed. Candidates who are disqualified or who do not receive a reachable score may not be retained.

Duties Description Under the supervision of the Correction-Based Operations (CBO) Director, the incumbent will provide administrative direction and oversight in the delivery of mental health services for correctional facility-based programs at multiple Mental Health and/or Satellite Units located throughout the State. The incumbent will perform the following tasks:

Manages functional areas and geographic regions of Correction-Based Operations:
• Manage Clinical Supervisory, administrative procedures and program results
• Develop, revise, and Implement policies and procedures of CNYPC and the Office of Mental Health
• Integrate goals and options of satellite units with those of CNYPC’s Mission and strategic plan

Supervises Chief of Forensic Unit 1s and Unit Coordinators in Correction-Based Operations:
• Makes regularly scheduled visits to each of the units in the geographic region to monitor programs.
• Report results of visits and activities to CBO and CNYPC Executive staff.
• Organize and facilitate CBO Unit Chief meetings, training.
• Participate as a member of the CBO Administrative team. Meet on a regular basis with supervisors and appropriate staff.
• Review and approve staffing, fiscal and budgetary proposals.
• Implement and monitor Extra Service Program for satellite units
• Promote an environment of care which ensures dignity and respect for patients, families, providers and colleagues. Adhering to the facility’s policy on promoting a safe and respectful work environment.

Monitor the implementation and compliance of various OMH Policies and procedures of CNYPC with activities and programs in the satellite units.
• Monitor implementation and compliance with new policies and procedures.
• Interfaces with Department of Correctional and Community Supervision (DOCCS) staff at the facility level and regional and central office level.
• Coordinate policy implementation between satellite units and impatient operations.
• Interface with department heads (Human Resource, Education and Training, Risk Management, Quality Assurance, etc.) at CNYPC to ensure policy are developed in a way that they can be effectively implemented in the CBO environment.
