Current New York State Thruway Authority employee with one year or more of qualifying permanent service as a Professional Engineer 1 (Civil/Transportation) and have a New York State Professional Engineer’s license with current registration.

Current New York State Thruway Authority employee with one year or more of qualifying permanent service as Grade 27.
On or before November 4, 2023, you must be a qualified employee of New York State and have had three months of permanent competitive or 55-b/55-c service as a Professional Engineer 1 (Civil/Transportation) and have a New York State Professional Engineer's license with current registration.

If there are no more than three qualified candidates in the promotional field for this position, the appointing authority will request approval from the NYS Department of Civil Service to fill this position via a noncompetitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must meet the following qualifications:

Duties Description Under the general direction of the Structural Design Bureau Director in the Office of Design in the Department of Engineering.
Duties will include but are not limited to the following:
• Assists in the management of the Structural Design Bureau, including the Architectural Design and Metals Unit, and the implementation of the Authority’s Capital Program for bridge and architectural projects.
• Supervises professional staff including licensed professional engineers and other engineering professionals and support staff. Will provide construction support and Engineering advice to other Departments related to bridge hits, emergency situations and structures related issues.
• Manages staffing resources including hiring, training and staff development.
• Manages delivery of capital program projects from scoping to letting including environmental review, preliminary design, and final design.
• Assigns projects to staff and consultants, monitors budget and schedules, resolves project issues, and manages staff resources to ensure the timely delivery of projects.
• Oversees in-house and consultant design activities for the preparation of design approval documents, plans, specifications and estimates for bridge and architectural projects.
• Directs and coordinates plan reviews and performs quality control/assurance to ensure projects are designed according to current policies, procures and standards.
• Facilitates and directs the management of large complex, multi-year capital projects requiring multi-agency coordination, extensive public involvement, and environmental permitting.
• Prepares monthly and annual work schedules and status reports; prepares detailed proposals and estimates for the annual budget; ensures adequate staff support to other related units; and coordinates staff activities to ensure that schedules are met.
• Manages consultant design agreements, develops scope of services, negotiates cost proposals, approves monthly estimates of payments, monitors agreement maximum allowable payment, and serves on the Consultant Selection Committee.
• Reviews, develops and applies design policies, procedures, standards, specifications, rules and regulations essential for infrastructure design.
• Supervises and directs the Authority’s Structures Technical Committee (STC). The STC establishes the Authority’s structural engineering design policies, procedures and standards.
• Directs staff in their analysis of new design techniques using newly developed or innovative engineering methods, computer applications, material or equipment.

This is a NYS Thruway Authority Unit 2 CSEA position:

13 Paid Holidays, 4 of which are floating holidays, which are credited in July each year for use from July 1st through June 30th.??
Vacation, Sick and Personal Accruals.
Sick Leave is credited at the rate of one-half day each biweekly pay period up to a total of 165 days.
Sick Leave Incentive Plan – Employees who have not accumulated 165 sick days and have not used sick leave during the periods of January 1st to June 30th or July 1st to December 31st each year, may receive two days of pay for each six-month period.? Employees who have a sick leave balance of 165 sick leave days, and continuously maintain that balance for each six-month period, may receive four days of pay for each six-month period.?
Employees with 20+ years of Authority/State service may receive up to an additional five days of vacation leave accruals annually.
Vacation Exchange Program - Between November 15th. and December 31st of each year, employees who have previously earned and accrued vacation credits may elect to receive cash payments in lieu of the use of up to five days of such accrued vacation credits.? Employees who maintain a 35-day vacation accrual balance in the pay period prior to submitting the election form may exchange an additional five days for a total exchange of 10 days of accrued vacation credits.
Membership in the New York State and Local Retirement System, as well as optional enrollment in the NYS Deferred Compensation Plan.
Tuition Assistance Program, which reimburses 90% of tuition costs for approved courses up to 21 credit hours per year.
New York's 529 College Savings Program, which provides New York families with a tax-advantaged way to save for college.
Longevity Pay - Employees with five years of satisfactory service at or above the maximum salary of their grade will be eligible to have salary advanced to the First Longevity, 10 years of satisfactory service will advance to the Second Longevity, and 15 years of satisfactory service will advance to the Third Longevity.? Longevity pay has a positive impact on retirement.?
Employees are paid bi-weekly, with no lag time.
Some positions will be eligible for downstate and/or geographical pay depending on location and title.
