Minimum Qualifications MINIMUM QUALIFICATIONS:
Candidates must possess eleven years of qualifying experience. Two of these years must have been at a supervisory or managerial level. **
**Qualifying experience includes demonstrated full-time work experience in at least two of the following areas: property or space management, warehouse and inventory operations, purchasing, fleet or parking management, contracts and procurement, budget development, policy development, telecommunications, stores and mail room operations, printing operations, records management and retention, office services, security services, and/or facilities maintenance.
A bachelor’s degree may substitute for four years of the required experience; an associate’s degree may substitute for two years of the required experience.
Duties Description The New York State Education Department’s (NYSED) Office of Performance Improvement and Management Services is seeking candidates for a Program Manager position serving as the Director of Facilities and Business Services. The incumbent of this position will report to the Executive Deputy Commissioner, and is responsible for a variety of duties associated with the overall administration, management, and coordination of centralized support functions for all agency owned and leased properties statewide, including the oversight of over 60 satellite office spaces and nine State-owned office buildings. Duties of this position include, but are not limited to, the following:
• Direct and monitor the assignments of staff, establishes staff priorities, and provide technical advice and assistance across a variety of units including Facilities, Printing & Duplication, Space Planning, Leased Space, Security Services, Office Services and Test Distribution;
• Oversee the maintenance and management of all NYSED owned and leased buildings, approximately 1.8 million square feet, which most notably include: the New York State Education Building, the Education Building Annex, the Cultural Education Center, which includes the New York State Museum, Library and Archives, and the New York State Records Center;
• Develop the annual budget and program goals, staffing requirements, equipment, and space allocations, and composes the annual report and special reports, as required;
• Develop and maintain budgets for each unit in the Office of Facilities and Business Services and ensure fiscal responsibility for the Office;
• Review each area of the Office of Facilities and Business Services and continually evaluate operations to identify opportunities to enhance efficiency and cost effectiveness;
• Review and update policies dealing with the safety and security of NYSED buildings and properties, manage NYSED’s Emergency Management Program and Fleet Management Program, and serve as the NYSED Records Manager;
• Represent the agency in high level communication with control agencies, such as the Office of General Services (OGS), the Division of Budget (DOB), the Office of the State Comptroller (OSC), and the Office of the Attorney General (AG), on matters related to contracts, procurement, and fleet management;
• Represent the Department with DOB, OSC, AG, OGS, and other State agencies, consulting architectural firms, vendors, attorneys, real estate agents, landlords, and other similar individuals and groups in negotiations for complex and/or costly leases, contracts, rental-purchase agreements, and building renovation projects to obtain terms and conditions satisfactory to the Department;
• Manage Capital Construction program for NYSED properties, including the New York State School for the Deaf campus in Rome, NY, and the New York State School for the Blind campus in Batavia, NY, and coordinate with OGS and DASNY to complete major construction projects;
• Provide guidance to agency executive staff and division directors related to high profile or sensitive procurement or other support services matters; and
• Provide managerial support, guidance, and supervision to the Office of Facilities and Business Services.
Additional Comments CONDITIONS OF EMPLOYMENT:
This position is pending exempt class status, and the incumbent will serve at the pleasure of the Commissioner of Education. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of education and/or experience will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 20% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position will require 25% in state travel. Filling of this position is contingent upon Division of the Budget approval.
