Minimum Qualifications Non-competitive Candidates: One year of permanent service as a Data Analyst 3 OR bachelor's degree and seven years of experience* in data visualization, and statistical models and data mining tools. Two years of the experience must have been at a managerial level.
*Substitution: A master's degree in data or computer science, informatics, economics, statistic, mathematics, or a related field, may substitute for one year of the specialized experience. A Ph.D. in the above fields may substitute for two years of the specialized experience.
Preferred Qualifications: We are looking for a strong leader who motivates staff and is a problem solver. Preference will be given to candidates that have experience working with a range of health care data, a proven track-record of solving data collection and analysis problems, and experience dealing with health care claim-level or person-level health data. Candidates should have the ability to articulate goals, plan and implement processes to achieve those goals, and meet deadlines. Demonstrated ability to effectively communicate and negotiate across different stakeholder groups. The candidate should possess excellent written and oral communication skills.
Duties Description The Data Analyst 4 (DA4) will Direct the Bureau for Informatics and Technology (BIT) within the Center for Health Data Innovation. The Bureau is responsible for data collection and data warehousing for several major systems, including the Statewide Planning and Research Cooperative System (SPARCS) and the All Payer Database (APD). The SPARCS system has been in operations since 1982, collecting data from 400+ facilities, brining in 40+ million discharge-level transactions a year, and warehouses 40+ calendar years of data. The All Payer Database (APD) system has been in operations since 2018, collecting data from 80+ insurers, brining in 800+ million claim-level transactions a year and warehouses 6 calendar years of data. The data content integrity and operations of these systems is critical to the day-to-day operations and management of health care facilities, health care programs, public and private health insurance products; and, research on health care services, outcomes, and cost.
As Bureau Director, the DA4 will oversee data strategy, data modifications, and vendor-supported technical operations for the intake systems and data warehousing. The Data Analyst 4 will supervise multiple grade 27 unit directors dedicated to data intake, data operations, data quality & validation, data presentation, and data privacy and security.
The Bureau Director will:
- Lead unit staff in developing operational plans to collect, store, analyze, present, and release data in support of office and department needs
- Support managers in solving problems and developing staff to meet the challenges of fast-paced data environments
- Participate in national meetings, providing expertise as well as learning trends, regarding data standards for collecting health data related to hospital discharge data, insurance coverage, demographics, billing claims and encounters as well as non-claims-based insurance arrangements data.
- Participate in department-wide and cross-state agency meetings, as a subject matter expert, regarding legislation, regulations, and impact on data collection and analytic strategies

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
