Minimum Qualifications Research Scientist 3 (RS3):Bachelor’s degree in epidemiology, public health, infection control, or a related field and four years of professional research experience; or a Master’s degree in one of the above fields and three years of such experience; or a Doctorate in one of the above fields and one year of such experience.
Research Scientist 4(RS4): Same as listed for RS3 plus an additional one year of experience at each level.
Preferred Qualifications:
In addition to the above requirements, the ideal candidate will have: current certification in infection control (CIC); knowledge and experience in hospital infection prevention and control and/or conducting research to reduce healthcare-associated infections; experience providing technical assistance and training to healthcare providers and presenting to professional/scientific audiences; strong organizational skills; and excellent written and verbal communication skills and the ability to apply and adapt them to various audiences and settings.
Duties Description The RS3 will work within the Bureau of Healthcare-Associated Infections, supporting the Healthcare Epidemiology and Infection Control Program and the Hospital-Acquired Infection Reporting Program. Responsibilities will include: conducting outbreak investigations of healthcare facility-associated infections; providing guidance and technical assistance on appropriate outbreak management procedures to facilities and other public health partners; compiling/synthesizing outbreak data; developing recommendations and reports; providing technical consultation and assistance to facilities on outbreak reporting mandates; and analyzing outbreak data to use in investigations and identifying clusters. Additionally, the incumbent will be responsible for overseeing mandated reporting of healthcare-associated infections for acute care hospitals; monitoring data; providing technical assistance; conducting on-site audits; and establishing and maintaining relationships with internal and external partners. The RS3 will support Department activities related to preparedness and response for Ebola and other emerging infectious diseases. This may include providing support and technical assistance to designated Ebola treatment centers and direct active monitoring and quarantine support for returning travelers being monitored in NYS. The incumbent will contribute to policy development and scientific literature through epidemiologic activities. The RS3 will be responsible for performing independent original research, including participating in all phases of the complete research process including problem definition, planning, execution, analysis, interpretation, reporting of findings, and publication of professional papers or reports authored either singly or jointly.
In addition to the duties described above, the RS4 will have increased responsibility and independence, including major responsibilities for all aspects of research projects. The incumbent will interact more closely with higher level staff in DOH and external stakeholders, and may have supervisory responsibilities. The incumbent will serve as a source of information to staff and others on assigned research projects as well as on related projects being conducted elsewhere in DOH.

Permanent, full-time, non-competitive appointment. Overnight travel is required, including to areas which may not be served by public transportation. (20%)
