Minimum Qualifications Bachelor’s degree in criminal justice, criminology, economics, government, political science, psychology, public administration, public affairs, sociology or African American or Puerto Rican Studies AND three years of experience analyzing data, trends, policies, and programs that involve criminal justice and/or juvenile justice populations. One year of this experience must have been as a project leader or project supervisor; Or a master’s degree in one of the above areas AND two years of experience analyzing data, trends, policies, and programs that involve criminal justice and/or juvenile justice populations. One year of this experience must have been as a project leader or project supervisor.

*Definition of Criminal/Juvenile Justice Populations: Criminal/Juvenile justice populations include individuals who have been subject to an arrest or delinquency action at any time in their lives. Criminal/Juvenile justice populations can be found in law enforcement, courts, corrections, parole, probation, as well as mental health, substance abuse, employment, and other treatment programs. They can also be found in human service agencies, policies, and program areas.

Preferred Qualifications: Experience working with justice involved youth or children involved in the child welfare system in addition to meeting the above qualifications. The successful candidate must also have demonstrated experience with communities of color and hands on knowledge of the factors that contribute to the disproportionate minority contact in the juvenile justice system.

Duties Description The Criminal Justice Policy Analyst 3 (Disproportionate Minority Contact Coordinator) (DMC) will be assigned to the Office of Juvenile Justice (OJJ). The incumbent will be primarily responsible for assessing and addressing the disproportionate contact of minority youth within the juvenile justice system. This will require efforts to identify policies and implement strategies to address, and ultimately reduce, the over-representation of minority youth in contact with the juvenile justice system. It will also require analysis of data to inform the nature and extent of DMC in localities across the State. The incumbent will also participate in efforts to identify, implement and support services for at-risk youth and participate in efforts to support early diversion strategies and other systems reform efforts that reduce DMC. Provision of DMC-related training and technical assistance will also be required.

In addition, the DMC Coordinator will be asked to perform other tasks of the Office of Juvenile Justice, as needed. Such tasks may include responsibility for the oversight of one or more programs funded by the unit (i.e., Alternatives to Detention, Re-entry, etc.), and/or one or more Regional Youth Justice Teams. This will require travel to various regions throughout the State to conduct site visits with grantees and to conduct presentations and facilitate interactive meetings with juvenile justice stakeholders. The incumbent may also be asked
to provide training and/or technical programmatic assistance, monitor spending, performance measures, and program outcomes, develop and implement action plans, and provide potential solutions for concerns and issues raised at the local level. Other tasks may include assisting in maintaining the Juvenile Justice Advisory Group (JJAG) website, including soliciting information internally to ensure the availability of up to date data and performance measures, and working with localities to ensure the inclusion of up to date information on the continuum of services database. OJJ staff also develops the content and program requirements of Request for Proposals, reviews funding applications from prospective grantees, and oversees programmatic content in contract development. Finally, the incumbent may be asked to prepare reports as necessary, including work on portions of the JJAG annual report, the federal Office of Juvenile Justice and Delinquency Prevention (OJJDP) annual funding application, and other reports and funding applications as they arise and are necessary.
