Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 2 (Programming) OR have one year of permanent competitive or 55b/c service in a title eligible to transfer under §52.6 of the Civil Service Law OR be reachable on the Information Technology Specialist 2 (Programming) eligible list.

Duties Description The New York State Education Department’s (NYSED) Office of Information Technology Services (ITS) is seeking applicants for the position of Information Technology Specialist 2 (Programming). ITS is the service unit responsible for fulfilling the information processing needs of offices throughout NYSED. The incumbent of this position will support the State Aid Management System (SAMS) which is comprised of a number of web-based modules that make use of Oracle database structures and allow for online data collection from Schools and BOCES. Duties of this position will include, but not be limited to, the following:
• Develop and maintain the SAMS, written in Java, SQL, and XML to include new analysis and development, troubleshooting, testing and deployment;
• Collaborate with program, office and IT staff to understand the business requirements of the State Aid environment;
• Analyze the impact of proposed modifications on existing components of the system and implement the needed modifications;
• Coordinate interactions between SAMS and other NYSED information systems;
• Identify and troubleshoot problems and implement the necessary solutions;
• Provide input to Java architecture discussions and share Java knowledge and experience with IT staff;
• Assure systems and procedures are appropriately documented, meet Department standards, and follow generally accepted IT practices; and
• Exhibit Knowledge and practical experience programming in JAVA, developing JSP/Servlets and in the use of open source frameworks, XML and web services in a J2EE environment, Oracle databases, SQL and scripting languages.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent contingent appointment. The filling of this position will be contingent upon Division of Budget approval.
