Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must have one year of permanent competitive or 55b/c service as a Program Research Specialist 3 OR one year of permanent competitive or 55b/c service in a title SG-21 or above that is eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law OR must be reachable on the Program Research Specialist 3 eligible list.

Duties Description The New York State Education Department’s Office of P-12 Education is seeking candidates for the position of Program Research Specialist 3 in the Office of Education Management Services. This Office provides technical assistance to all school districts and BOCES throughout New York State. Duties of this position include, but are not limited to, the following:

• Support of the District Resource Allocation and Utilization study;
• Assist with the development of data systems and other electronic tools to implement the study’s findings;
• Analyze district data to assist with resource allocation efforts;
• Conduct research in district financial matters to support policy initiatives and improve cost-effectiveness;
• Provide analytical support for the Regents State Aid Proposal;
• Perform research on issues pertaining to school finance and state aid to schools; and
• Analyze fiscal data such as the Property Tax Report Card, Administrator Salary Report, transportation contracts, etc., which allows districts to operate at maximum efficiency, in order to focus resources in a manner that optimizes student learning.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Filling of this position is contingent upon Division of the Budget approval.

*Leads to a maximum salary of $85,635 based on annual performance advances.
