Minimum Qualifications A Bachelor’s degree and 3 years of experience in information technology or in a healthcare administration role that required interaction with healthcare information technology systems and oversight of system change; OR an Associate’s degree and 5 years of such experience; OR 7 years of such experience. A Master’s degree may substitute for one additional year of experience.

Preferred Qualifications:

Thorough knowledge and familiarity, including at least four years of experience, with the Title XIX Medicaid Program. Ability to develop and maintain working relationships with local districts, the Medicaid provider community, other bureaus within OHIP, other departments and federal agencies. Excellent communications skills, including the ability to effectively communicate, both orally and in writing, with others in explaining systems issues and Department initiatives. At least two years experience supervising staff.

Duties Description Reporting to the Bureau of eMedNY Customer Relations Unit Team Lead, this position will assist in the oversight and direction of the operation and evolution of the NYS MMIS, eMedNY, in the area of customer relations, until the position is ended in conjunction with the retirement of the eMedNY system. The Customer Relations Unit enhances eMedNY’s ability to perform vital customer relations functions and communicate with its users, e.g. providers, local districts, state management, other staff, etc., in a timely and efficient manner. The Unit’s objectives and functions touch on all areas of the Medicaid enterprise and unit staff are involved in all aspects of eMedNY. Duties include acting as ongoing liaison with the contractor (CSC), other state agencies, local districts, providers and federal representatives, while also providing coordination and assistance as required to facilitate the implementation of Medicaid initiatives. In addition, this incumbent will serve as a Subject Matter Expert (SME) for the Planning and Design, Development and Implementation (DDI) phases of the new Medicaid Administrative Services contractor’s replacement MMIS system (MAS), and perform critical provider outreach activities in support of the transition of operations from eMedNY to the new system. Specific responsibilities and duties will include: Work collaboratively to identify and resolve customer relations problems and issues; Assure that ongoing eMedNY operations and evolution functions are performing efficiently; Respond to eMedNY-related written and telephone inquiries from providers and other users, coordinate communications and interface with eMedNY users, providers and members; As directed, coordinate provider letters, provider manuals and provider training, working closely with fiscal agent and OHIP policy/program staff to assure all affected parties have an opportunity to participate in the decision making process, and all related activities/tasks are completed on schedule; Attend Joint Application Design (JAD) sessions and provide expert support in the area of customer relations as needed for the Planning and DDI phases of the MAS replacement MMIS and provide support as needed during all phases of the transition of eMedNY operations to the new MAS system.
