Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment, candidates must have one year of permanent competitive service as an Associate in Educational Testing OR be reachable on the Civil Service eligible list for the title. If the eligible list has fewer than 3 candidates, a provisional appointment may be considered. For provisional appointment, candidates must have one year of permanent competitive service as an Assistant in Educational Testing OR a master’s degree AND five years of qualifying experience OR a master’s degree or higher in psychometrics, statistics, educational research, school counseling, guidance counseling, test and measurements, or psychology AND four years of qualifying experience.

Qualifying Experience: Experience in a position in which the majority of your duties involved developing, analyzing, or constructing large-scale scoring rubrics; administering various aspects of a large-scale testing program on a professional level, such as the review, analysis and interpretation of test score data, the development, review and editing of examinations, test manuals, and other test materials; or reviewing or re-rating open-ended responses.

Duties Description The New York State Education Department’s Office of P-12 Education is seeking candidates for the position of Associate in Educational Testing in the Office of State Assessment. This office is responsible for the development and statewide administration of all State examinations for elementary, intermediate and high school students. The duties of this position include, but are not limited to, the following:

• Conduct activities related to the development of examinations, including convening and conducting exam review committee and key consultant committees;
• Participate in committee work and scoring sessions to provide knowledge in development of State exams;
• Recruit and train teachers to write questions for assessments;
• Review and revise questions for field testing;
• Manage the work of contractors in the preparation and review of certain aspects of the development of state exams;
• Prepare and review operational exams, rubrics and supplementary test materials and monitor their progress through various printing stages;
• Maintain and expand a pool of teacher-consultants participating in test development activities in assigned subject areas as needed, including contracting, training, and assigning consultants to perform a wide range of test development tasks;
• Provide information and assistance related to assessment to school personnel, professional organizations, state and federal governmental agencies and public;
• Assist the Supervisor of Educational Testing and Bureau Chief in planning and carrying out the work of the team; and
• Supervise subordinate professional and clerical staff.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent-contingent or provisional appointment. Filling of this position is contingent upon Division of the Budget approval.

*Leads to a maximum salary of $97,632 based on annual performance advances.
