Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment, candidates must have one year of permanent competitive or 55b/c service as an Associate in Bilingual Education or be reachable on the Civil Service eligible list for this title. If the eligible list has fewer than 3 acceptors, a provisional appointment may be considered. For provisional appointment, candidates must have a master’s degree AND New York State permanent or professional certification in Bilingual Education, Teacher of English as a Second Language, English to Speakers of Other Languages, or in classroom teaching with an extension in Bilingual Education AND five years of experience teaching in an education program for English Language Learners and/or limited English proficient students in grades K-12. Up to two years of the five years of experience may be in an administrative or supervisory capacity in the field of Bilingual Education or English as a Second Language. A Ph.D. in Education may be substituted for up to two years of experience.

Duties Description The New York State Education Department’s Office of P-12 Education is seeking candidates for the position of Associate in Bilingual Education in the Office of Early Learning. The team is responsible for providing support and technical assistance to school districts, charter schools and community-based organizations in the development, implementation and evaluation of programs and policies for English Language Learners (ELL) and all children from birth through age eight as aligned with the Regents’ Early Childhood Policy. The duties of this position include, but are not limited to, the following:

• Plan and conduct workshops/webinars and provide information, direction and guidance to local schools, administrators, teachers and parents on State and federal laws, regulations and policies regarding high quality instructional programs and activities in relation to Early Learning initiatives for ELL and all children birth through age eight;
• Coordinate and participate in activities related to the development of ELL educational resources and initiatives, including key consultant committee work and training sessions to provide content knowledge in the development of ELL Early Learning protocols, procedures, regulations and programs across the State;
• Collaborate with the Office of Bilingual Studies and Foreign Language Studies to provide technical assistance to schools, local educational agencies, other public or private agencies, professional groups and parents;
• Plan and conduct monitoring visits and program reviews of schools, school districts, charter schools, nursery schools, and community based organizations, and complete tracking materials to communicate status of same;
• Review and process grant applications and collect and analyze data related to grant funding;
• Collect, analyze and maintain updated program-related data and prepare required reports and written reviews of State and federal proposals;
• Prepare and review program evaluation reports, memoranda, instructional guides and other resources related to legislation, regulations, policy statements and amendments;
• Provide ongoing leadership in the development of ELL Regents policy and regulatory proposals related to early learning and development, parent engagement, high quality programs, teacher education and continued professional development; and
• Analyze research articles, reports and other related documents to identify impact and implications of instructional and professional development activities.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or provisional appointment. Filling of this position is contingent upon Division of the Budget approval.

* Leads to a maximum salary of $97,632 based on annual performance advances.
